Policy Change in the Area of Freedom, Security and Justice

The EU plays an increasingly important role in issues such as the fight against organised crime and the management of migration flows, transforming the Area of Freedom, Security and Justice (AFSJ) into a priority of the EUs political and legislative agenda.

This book investigates whether institutional change the gradual communitarisation of the AFSJ has triggered policy change, and in doing so, explores the nature and direction of this policy change. By analysing the role of the EUs institutions in a systematic, theory-informed and comparative way, it provides rich insights into the dynamics of EU decision-making in areas involving high stakes for human rights and civil liberties. Each chapter contains three analytical sections examining:

the degree of policy change in the different AFSJ fields, ranging from immigration and counter-terrorism to data protection;

the role of EU institutions in this process of change;

a case study determining the mechanisms of change.

The book will be of interest to practitioners, students and scholars of European politics and law, EU policy-making, security and migration studies, as well as institutional change.

Florian Trauner is an Assistant Professor in Political Science and Deputy Director of the Institute for European Integration Research at the University of Vienna.

Ariadna Ripoll Servent is Junior Professor of Political Science at the University of Bamberg.

Paul de Hert is an international fundamental rights expert, with work on human rights and criminal and surveillance law, constitutionalism and the impact of technology on law. He is interested both in legal practice and more fundamental reflections about law. He is Professor at the Vrije Universiteit Brussel (VUB) and Associated Professor at Tilburg University, where he teaches Privacy and Data Protection at the Tilburg Institute of Law, Technology, and Society (TILT).

Monica den Boer is Academic Dean of the Master of Science in Policing at the Police Academy in the Netherlands and Member of the Dutch Advisory Council on International Affairs. In November 2013 she founded her own research and consultancy firm SeQur R&C. After obtaining a PhD from the European University Institute (1990), she pursued an international academic career and published widely on internal security cooperation in the EU.

Andrew Geddes is Professor of Politics at the University of Sheffield. He holds a European Research Council Advanced Investigator Grant for the period 201419 for a project on international migration governance.

Christian Kaunert is Professor of International Politics, Jean Monnet Chair in EU Justice and Home Affairs Policy and Director of the European Institute for Security and Justice at the University of Dundee (Scotland, United Kingdom). He is Co-Director of the European Union Studies Association (EUSA) Special Interest Section on the AFSJ.

Dora Kostakopoulou is Professor of European Union Law, European Integration and Public Policy at the University of Warwick. Formerly she was Jean Monnet Professor in European Law and European Integration and Co-director of the Institute of Law, Economy and Global Governance at the University of Manchester.

Sandra Lavenex is Professor of European and International Politics at the University of Geneva. Her research centres on questions of European and international governance, including justice and home affairs, migration issues, democracy promotion and EU external relations.

Sarah Lonard is Senior Lecturer in Politics, Jean Monnet Coordinator of the PhD Summer School on the EUs Area of Freedom, Security and Justice, as well as Deputy Director of the European Institute for Security and Justice at the University of Dundee (Scotland, United Kingdom).
