This book provides the first major description and analysis of the overall goals and processes that govern U.S. participation in multilateral development banks. The multilateral development program has grown six-fold over the last ten years, and levels of congressional and public concern for U.S. policy and MDB operations have increased correspondingly. Today the multilateral banks are the largest single source of official economic assistance to developing countries? U.S. policy toward these international agencies is a major component of U.S. development policy and U.S. international economic policy generally.
Beginning with a review of the executive branch and congressional actions, and including information on 1982 appropriations, Dr. Sanford assesses the purposes and history of U.S. participation in the multilateral banks and the relationship between process and goals in the formulation and application of U.S. policy.
Dr. Jonathan E. Sanford is an analyst in international political economy with the Congressional Research Service, Library of Congress; he specializes in multilateral development assistance. In 1981 he was a staff consultant with the House Committee on Banking, Finance, and Urban Affairs.

A funny thing happened on the way to the printer. In 1980, I signed a contract to prepare this book for publication, with an original target date for submission in late Spring, 1981. Two events subsequently occurred which held up its submission until late 1981. First, Ronald Reagan was elected President and inaugurated in January 1981, at the head of an administration which seemed to view the multilateral development bank (MDB) program rather differently than did the preceding Carter administration. Major changes were possible for U.S. policy in this area. Second, in February, I had an opportunity in 1981 to be staff director of the subcommittee of the House Banking Committee which is responsible for MDB authorizing legislation. The final preparation of the manuscript had to be put off until late in the year, after the Reagan administration had assessed the MDB program and formulated its policies and Congress had passed most of its 1981 MDB legislation. The bode is therefore essentially complete through the first year of the Reagan administration. The extended coverage and the insights gathered through closer participation in the legislative process should compensate for the delay.
This book has its origins in my dissertation on U.S. policy toward the multilateral banks, completed in 1977 at the American University. It also grows out of my work and experience, since 1973, as a foreign affairs analyst with the Congressional Research Service specializing in international political economy and multilateral development bank issues. In preparing this study, I have sought to balance the sometimes conflicting imperatives which stem from my role as a scholar of the U.S. policy process and my responsibility as a confidential staff analyst for Congress. The objective has been to be as direct and thorough as possible without violating confidential relationships. The reader will, I hope, pardon some occasional careful wording and some ellipses concerning details; colleagues and principals hopefully will find that, even though the work touches some sensitive topics, it abuses no privileged relationship or information.
