As the United States faces increasingly difficult and trenchant public health problems, from the Zika virus to the obesity epidemic to the opioid crisis, population health is a growing area of concern for public health organizations, particularly how to care for populations effectively on a shoestring budget. Though little discussed in the mainstream media, community health improvement organizations are increasingly partnering and forming coalitions with local hospitals, working together to improve traditional medical care. But with the pace of change in health care policy, these coalitions must be thoughtfully lead and managed. This new book from John W. Moran, Senior Quality Advisor to the Public Health Foundation, demonstrates how to build, operate, manage, and sustain a community health improvement coalition once it is formed.
Offering the reader practical examples and guidance on forming and sustaining a community health coalition, this book demonstrates the ways in which the success of a coalition depends upon a stable anchor organization and a committed leader. Chapters focus on each of these roles and how to achieve success in each: examining what needs improvement, why it is important to improve now, how it will be done, and where in the community improvement can have the most impact. The last chapter offers a case study exploring a community health coalition and leader to illustrate application of the concepts introduced throughout the book. Transforming Community Health through Leadership is designed specifically to prepare governmental public health, health care, and community leaders to take advantage of the ever-changing landscape of public health and health care in concrete ways to improve population health.

John W. Moran, PhD, is a Senior Quality Advisor to the Public Health Foundation in Washington, DC, and an Adjunct Professor in the Arizona State University College of Health Solutions School for the Science of Health Care Delivery. His past appointments include Senior Fellow at the University of Minnesota School of Public Health in the Division of Health Policy and Management; President of the Advisory Board of Choose to be Healthy Coalition of the Healthy Maine Partnership for York County, Maine; faculty member of the CDC/IHI Antibiotic Stewardship project; and more than 20 years as Adjunct Professor in the Graduate and Undergraduate School of Engineering at the University of Lowell, Massachusetts. Dr. Moran has authored and edited numerous articles, case studies, and textbooks, including Solving Population Health Problems through Collaboration (Routledge, 2017).
Gary Cox, JD, has served as Executive Director of the Oklahoma City-County Health Department (OCCHD) since 2009. He offers more than 45 years of public health experience and includes in his leadership opportunities Past President to the National Association of County and City Health Officials. He has served on various national, state, and local public health efforts. Executive Director Cox has dedicated his career to improving health and raising awareness at the grassroots level. He is committed to leveraging private and public partnerships to improve community health outcomes and committed to a culture of health and continuous quality improvement, evidenced by OCCHDs designation as one of the first local health departments to pursue and achieve National Accreditation.
Amanda McCarty, MS, MBA, MS-HCA, is an Assistant Professor in Health Sciences Administration at West Virginia University Institute of Technology and a Performance Improvement Consultant for Public Health Foundation (PHF). As a consultant for PHF, McCarty has provided training and technical assistance for state and local health departments in the areas of performance management, workforce development, quality improvement, and the development of evaluation plans and logic models since 2013. Previously, she served as the Director of Performance Management and Systems Development at the West Virginia Bureau for Public Health. At the Bureau, she was a member of the health departments leadership team and was responsible for accreditation, performance management, strategic planning, and quality improvement efforts. Prior to joining the Bureau, McCarty worked for Mountain State Blue Cross Blue Shield/Highmark, Inc. in health promotion, disease prevention, quality improvement, and evaluation for health-related programming, and served as a consultant for regional and national accounts. She holds a BS and MS in Exercise Science as well as an MS in Health Care Administration from Marshall University, and an MBA from West Virginia University.
Shannon Welch, MPH, a native of Tulsa, Oklahoma, has worked for the OKC-County Health Department for over 10 years. She serves as Director of the Community Health Division. In her role, she has primary oversight for Wellness Now (a community-led coalition), Chronic Disease Prevention, the My Heart Program (cardiovascular disease intervention), Healthy Living, Health at School, Teen Pregnancy Prevention, Fetal Infant Mortality Review/Maternal and Child Health Outreach, and Employee Wellness. She is a graduate from the University of Oklahoma, where she earned a BS in Health and Sport Sciences. She holds a Master of Public Health degree from the University of Oklahoma Health Sciences Center. Locally, Shannon serves on the board for Thrive (formerly the Central Oklahoma Campaign to Prevent Teen Pregnancy). Shannon also serves on the 100 Million Healthier Lives Leadership Team and co-facilitates the health equity webinar series. She has a passion for equity and a heart that beats for justice. Her dream is to encourage leaders on their journey to keep equity top of mind, and help them create strategies to incorporate it in their work and help others do the same.
