Joe McMoneagle has spentthe past 34 years of his professional life developing his expertiseas a Remote Viewer and researcher in the unique world of theparanormal. He came to the field with a rich background in theresearch and development of numerous multi-level technicalcollection systems designed for United States Army Intelligence.His specific area of educational expertise is within the social andpsychological sciences. He also consulted forSRI-International and Science Applications InternationalCorporation, Inc. from 1984 through 1995, participating in protocoldesign, R&D evaluations, thousands of remote viewing trials insupport of both experimental research as well as activeintelligence operations for Project STARGATE.

During his career, Joeprovided professional intelligence and creative/inovativeinformational support to the CIA, DIA, NSA, DEA, Secret Service,FBI, US Customs, the NSC, major commands within the DoD, andhundreds of other individuals, companies, and corporations. Hesuccessfully demonstrated Remote Viewing, double-blind, understrict scientific control while on-camera for national networks infive countries more than 85 times.

In the Army, he was incharge of his Military Occupational Specialty [MOS] world-wide. Hewas responsible for all tactical and strategic equipment andtasking, aircraft and vehicles, development of new or futuretechnology as well as all planning, support, maintenance, funding,training, and personnel. He acted as a direct consultant to theCommanding General, United States Army Intelligence and SecurityCommand (INSCOM), Washington D.C., as well as the Army Chief ofStaff for Intelligence (ACSI), Pentagon.

In his earlier years, he assisted the Security Officer for amulti-billion dollar overseas intelligence facility, was aDetachment Commander at two remote intelligence collection sitesoverseas, served on an Air and Sea Rescue team, in Long RangeReconnaissance, as a Quick Reaction Strike Force team leader, andrifleman in war zones. He has earned 28 military decorations andnumerous awards, to include a Legion of Merit forhis RV support to the Nations Intelligence Community, and he holdsthe rank of KnightCommander in the Order of St.Stanislas.

T he StargateChronicles [first edition title] is a brilliantly writtendocumentation of a very provocative subject. Its authordemonstrates a superb in-depth psychic undertaking of paranormalactivities of the mind. His humble beginning in life, coupled withmany obstacles and sacrifices made during his military career inaddition to death-threatening health conditions, may have given himthis incredible, phenomenal gift, the ability to tell this story ofbringing the unknown into reality.

It is a must for all to read and then topause and reflect upon the mystery within.

R emote viewing is ahuman ability to produce information about a targeted object,person, place, or event, while being completely isolated from thetarget by space, time, and other forms of shielding. This isolationis guaranteed by following a very specific scientific protocol.This protocol was developed at Stanford Research Institute in theearly 1970s and has become more rigorous and specific sincethen.

Remote viewing can be considered to havetaken place only when the remote viewer and anyone else in the roomwith the remote viewer are completely blind to the specificallytargeted object, person, place, or event of interest. They mustremain blind to the target of interest prior to and during theproduction of information. In scientific terms, this is called adouble-blind condition. That is, the viewer and all the peopleassociated with the viewer are unaware of the target material.There are no exceptions to this protocol.

A specific technique or system used toproduce the information is called a "method." Specific methods havebeen designed for use within a remote viewing protocol. However,regardless of the method used, a method is never considered anacceptable substitute for the protocol.

In common parlance, some of the methodsdeveloped for use within a remote viewing protocol are sometimesreferred to as "remote viewing." This is not accurate orappropriate. Utilization of such methods outside a valid protocolnot only violates the definition of what makes psychic work "remoteviewing," but it also violates both the design and intent of themethods themselves.
