One example of this new era in intergovernmental relations is the transfer of responsibility of the Small Cities Community Development Block Grant Program from the U.S. Department of Housing and Urban Development to state governments. Preface
The transfer of program authority for the Small Cities Community Development Block grant (CDBG) program from the U.S. Department of Housing and Urban Development to the individual states provides a natural experiment in public policy. The shift offers an opportunity to examine concerns regarding what happens when responsibility for significant decisions is transferred from one level of government to another. It also permits us to test propositions drawn from the policy literature regarding the factors that make a difference in program operations and program outcomes. This book offers a comprehensive examination of this particular, intergovernmental policy experiment.
The chapters that follow assess state experiences with the Small Cities CDBG program. Throughout, we ask what difference the transfer has made in terms of administrative requirements, participation, responsiveness, and program outcomes. Our primary focus is on the components of implementation and the factors making a difference in program operations; but we also address a number of questions that have been raised with respect to intergovernmental relations in general, and this program in particular.
Chapter 2 describes the historical development of the Small Cities CDBG program and the political processes through which state assumption of the program came to be included in the 1981 Omnibus Budget Reconciliation Act. It analyzes in some detail the positions taken by different actors in the process and the strategies they pursued. It also identifies these actors' expectations regarding the consequences of transferring program control to the states.
