About the Author
Gerald K. Haines, who received his Ph.D. from the University of Wisconsin, Madison, is senior historian for the Central Intelligence Agency. Among his other work is A Reference Guide to Department of State Special Files (1985), winner of the Thomas Jefferson A ward given in 1987 by the Society for History in the Federal Government.

Introduction
Following World War II the United States assumed, out of self-interest, responsibility for the welfare of the world capitalist system. American leaders tried to reshape the world to fit U.S. needs and standards. They perceived American security and continuing prosperity as being dependent upon the establishment of a peaceful, stable world and the maintenance of a strong international economy with free access to markets and raw materials.1 Viewing the Soviet Union as a major threat to the achievement of this kind of world, U.S. officials came to a bipolar definition of the postwar world. From Washington's perspective, the world was reduced to two hostile and competing blocs. The United States, as leader of the capitalist world, was trying to further world peace, political democracy, and an open world trading system. The Soviet Union, leader of the Communist world, was trying to divide and disrupt the world and to impose its totalitarian system on all. During the early postwar period the United States used its enormous political and economic powers to develop and pursue a policy designed to contain Communist expansion and preserve as much of the world as possible for capitalist development.2 This book is a study of that effort as it related to Brazil.
