Introduction
Most Americans in November 1903, if they thought at all about the Panamanian revolution against Colombia, probably viewed it as just another in a long series of Latin American uprisings. Few, including the self-confident American president, Theodore Roosevelt, could have expected that Washington's response to this incident would create a diplomatic dilemma that would occupy U.S. and Colombian policy-makers for almost twenty years. But that is exactly what happened.
