Developing towns and cities: lessons from Brazil and Philippines, Part 489: summary, description and annotation

We offer to read an annotation, description, summary or preface (depends on what the author of the book "Developing towns and cities: lessons from Brazil and Philippines, Part 489" wrote himself). If you haven't found the necessary information about the book — write in the comments, we will try to find it.

Sixty three of 75 countries with more than five million people are now pursuing decentralization policies that devolve functions and responsibilities to local governments, but the process of decentralization is severely constrained by a lack of institutional capacity among local governments, limited resource mobilization at the local level, and limited access to long-term financing for investment programs. Municipal development projects (MDP) aim at mitigating these constraints. This study has two objectives: (i) to assess impacts of MDPs on the institutional capacity building of local governments for fiscal and financial management and for planning and implementation of investment programs; and (ii) to assess both direct impacts on the beneficiaries as anticipated by the projects, and indirect (longer-term) impacts on the development of local economies focusing on employment and income generation in the participating municipalities. It focuses on the MDPs implemented in Brazil and the Philippines. The authors explain the logic of the evaluation instruments and what the evaluations mean for future projects.

OPERATIONS EVALUATION DEPARTMENT
ENHANCING DEVELOPMENT EFFECTIVENESS THROUGH EXCELLENCE AND INDEPENDENCE IN EVALUATIONx
The Operations Evaluation Depx3artment (OED) is an independent unit within the World Bank; it reports directly to the Bank's Board of Executive Directoros. OED assess what works, and what does not; how a borrower plans to run and maintain a project; and the lasting contribution of the Bank to a country's development. The goals of evaluation are to learn from experience, to provide an objective basis for assessing the results of the Bank's work, and to provide accountability in the achievement of its objectives. It also improves Bank work by identifying and disseminating the lessons learned from experience and by framing recommendations drawn from evaluation findings.
