The Zapotec people of the Isthmus of Tehuantepec in southern Mexico have defied stereotypes of poor, downtrodden, and exploited Mexican Indians by creating one of the most dynamic indigenous political and cultural movements in Latin America. Intensely proud of their history and culture, the Isthmus Zapotecs control many local political offices, run much of the local commerce, and enjoy a lively cultural movement. To a larger degree than is common in Mexico, Zapotec women enjoy equality with men and homosexuality is tolerated and accepted. The Zapotecs have formed a radical indigenous political movement--Coalicion Obrera Campesina Estudiantil del Istmo (COCEI)--whose victory in the 1981 municipal elections in Juchitan, Oaxaca, over the seemingly invincible Revolutionalry Institutional Party (PRI) marked the first time the leftist opposition had controlled a Mexican city since the Revolution. This book is about their history--both past and present--and how it is remembered, drawn upon, and created by contemporary Zapotec intellectuals and politicians and used as a weapon to organize the Zapotec people and to wrest control of their community from PRI.

Preface
When I arrived in Juchitn, Oaxaca, from Mexico City in the summer of 1981, I noticed several things that were different from the Mexican capital. As I proceeded from the cool highlands to the tropical, lowland Isthmus of Tehuantepec, I also moved from the center of the country to an indigenous community with a distinct regional culture and local political base. Although drained by the steamy Isthmus heat, I spotted the sign over the entrance to Juchitn proclaiming "Sicar Guy" ("Have a good trip" in the Zapotec language). I also noted the anti-government political graffiti and posters plastered over walls and fences.
Walking downtown, I was engulfed by noisy women vendors dressed in brightly embroidered velvet blouses and long, flowing skirts. The market women harangued the crowds of people who filled the streets around Juchitn City Hall with offers to buy their hammocks and dry tortillas (totopos). Looking upward I saw a large red flag, imprinted with a hammer and sickle and the initials COCEI,1 flying over the building. As I made my way past the stalls of merchants, I realized that most people were speaking a tonal language instead of Spanish. Eventually I learned that I had entered the territory of a radical Zapotec political movement whose "People's Government" then ruled Juchitn.
