Now in paperback, this is the first book to analyze the link between Mexicos foreign and domestic relations in the 1930s. By studying the regime of President L?zaro C?rdenas (19341940), Professor Schuler substantially revises our understanding of how C?rdenas asserted Mexicos economic and political sovereignty and also consolidated one-party rule and state-directed capitalism. Amid a deteriorating international climate and worldwide depression, a cadre of technocrats and ministers under C?rdenas consistently advanced domestic goals in their foreign policy initiatives, particularly the centralization of the economy and the industrialization of Mexico. Drawing on impressive research in Mexico, the United States, Germany, and Great Britain, Professor Schuler shows that C?rdenas was far less of a doctrinaire leftist at home and abroad than previously assumed, especially in his ongoing economic contacts with Nazi Germany before and after Mexicos expropriation of oil in March 1938. A groundbreaking work.William H. Beezley, University of Arizona

Acknowledgments
This is the place to say thank you to individuals and institutions without whose support, advice, and ideas I could not have written this book. Professor Dr. Knud Krakau at the John F. Kennedy Institute of the Freie Universitt Berlin offered me professorial support and encouragement for the study of Latin American foreign relations. I am extremely grateful for his repeated, but futile efforts to gain funding for my research from German institutions. I hope that, eventually, German funding agencies recognize the value of supporting young generations of scholars before they are forced to leave German academia to pursue their research interests abroad. Professor Robert Konrad, while on a sabbatical at the Freie Universitt Berlin's Lateinamerika Institut, introduced me to the opportunities that U.S. universities offer in Latin American Studies. Professor Engelke introduced me to the Fulbright Scholarship and the Fulbright Commission of Germany paid for my first trip to the academic heavens of America.
At the University of Texas at Austin, Professor Stanley Ross quickly taught me much about American English and the art of editing. Professor Nettie Lee Benson encouraged me to study the history of Germans in Latin America. Additional thanks go to Professors Lawrence Graham, W. W. Rostow, William Glade, and John Brown. Professor Arturo Valenzuela offered me a first opportunity to study the history of Germans in Latin America through the Duke UniversityChile exchange program.
