This book is the outcome of the seminar, Whither Indian Ocean Maritime Order?, which was organised by its editor. The encouragement to organise this seminar came first from Air Marshal Naresh Verma (retd), Director, India International Centre, New Delhi, who made the facilities of this unique, internationally prestigious institution available for this purpose. The Centres efficient and courteous staff, under the direction of the Programme Director, Ms Premola Ghosh, made sure that the seminar was conducted smoothly and productively.
