OECD e-PUB editions - BETA VERSION

Congratulations and thank-you for downloading one of our brand-new ePub-in-beta editions.

We're experimenting with this new format and, while ePub is fantastic for books with linear text, for books with charts, tables and graphs weve found some things may not work perfectly it depends on the device youre using.

So, for an optimal reading experience, we recommend:

  • Using the latest version of your devices operating system.
  • Reading in portrait mode.
  • If large tables are tricky to read, try reducing the text size.

As this is an ePub-in-beta edition, we would be glad to receive feedback on your reading experience, good or otherwise, so we can improve for the future. When writing, please let us know which device/operating system you were using and the title of the publication. Write to:

Thank you!

Foreword

In 2013 the OECD launched the Multi-dimensional Country Reviews (MDCR), a new tool for tailoring broad OECD expertise to the realities of developing economies. Policy makers need to reconcile economic, social and environmental objectives to ensure that their countrys development path is sustainable and that the lives of citizens improve. To support this need, the MDCRs aim to design policies and strategies which do not simply promote growth but rather development in this more comprehensive sense.

The Republic of the Union of Myanmar was the first country to engage in a Multi-dimensional Country Review and the OECD worked closely with stakeholders in the country throughout the reviews three phases. In Phase 1, the review diagnosed the main constraints to development across a number of dimensions. This phase culminated with the publication of the Multi-dimensional Review of Myanmar Volume 1: Initial Assessment that was launched in Myanmar in July 2013. Phase 2 focused on the critical areas for development identified in the first phase structural transformation, education and skills, and financing development by undertaking in-depth analysis to develop policy recommendations. The results of this phase were published in the Multi-dimensional Review of Myanmar Volume 2: In-depth analysis and recommendations that was launched in Myanmar in January 2015. In Phase 3, the recommendations were prioritised and further developed through stakeholder consultations in two policy dialogue events held in Myanmar in May and December 2015.

This final report synthesises the full review process, summarising the findings from the diagnostic phase and the policy recommendations developed in the second phase, organised according to priority as defined by participants of the policy dialogue events.

Acknowledgements

The third phase of the Multi-dimensional Review of Myanmar was prepared by a team from the OECD Development Centre led by Jan Rielnder, Head of Multi-dimensional Country Reviews under the direction of Mario Pezzini, Director, OECD Development Centre: Martha Baxter, Deirdre Culley, Iris Chan and Richard Clarke. The team are grateful for the guidance and active participation of Rintaro Tamaki, OECD Deputy Secretary General. Administrative support was assured by Myriam Andrieux and Vararat Atisophon provided statistical assistance. The Development Centres publication team, in particular Delphine Grandrieux and Elizabeth Nash turned the draft into a publication. The cover was designed by Aida Buendia.

The third phase would not have been possible without important collaborations:

U Tun Tun Naing, Permanent Secretary, Ministry of National Planning and Economic Development and his team at the Foreign and Economic Relations Department for their partnership in the Review process, participation in and logistical support for the events, comments on the report, as well as co-ordination with other ministries.

Raoul Blindenbacher, Senior Fellow at the Global Health Program of the Graduate Institute of International and Development Studies and founder of the Governmental Learning Lab worked with the team to design the policy dialogue events and was indispensable in his role as the knowledge broker.
