Preface
Border Conflict is a study of Venustiano Carranza's Constitutionalist army and its activities in 1916 and 1917 when the United States Punitive Expedition, under command of General John J. "Black Jack" Pershing, searched Chihuahua, Mexico, for Francisco "Pancho" Villa. Although the focus is on the Carrancista army, the work includes a look at the activities of the Punitive Expedition that President Woodrow Wilson sent into Mexico to capture or neutralize Villa, who had led almost 500 men across the international border and attacked Columbus, New Mexico, on March 9, 19161Border Conflict also examines diplomatic efforts to resolve differences through a joint diplomatic commission held in the United States during the summer of 1916. I have used Mexican foreign relations documents, Carranza's correspondence and other materials in Mexico City to explain the conference as Carranza viewed it.
Based largely on Mexican primary and secondary sourcesBorder Conflict also illustrates Carranza's military problems on the northern frontier of Mexico, the internal dynamics of the Constitutionalist army and Carranza's effort to resolve these difficulties. I wish to show what part the Constitutionalist army played in chasing Villa in Chihuahua during 1916 and to detail military activities during that year. At the same time, I seek to place the campaign in the context of the Punitive Expedition in Mexico and how it affected U.S.-Mexican relations.
Constitutionalist troop commanders probably reported more success than they enjoyed against Villa, and their exaggerated body counts are unreliable. I believe, nevertheless, that accounts of major confrontations in Chihuahua are mostly accurate. I have included general military aspects of the Mexican Revolution to establish a background for the events on the frontier in 1916 and 1917.

In my examination of the armies of the United States and Mexico, I attempt to explain qualitative differences: leadership, tactics, logistics, past combat experience, command structure, military education and preparation for the campaigns of 1916. Tactical differences explain in part why neither army was able to find Villa and why Villa was so resilient.
