PREFACE
The coming decade is most likely going to be the decade of legislative reforms. After over half a century of continuous executive growth and aggrandizement, a change in direction in favor of the legislature is crystallizing on the horizon. Watergate and its aftermath are the watershed of this transformation.
For the last five years the Comparative Development Studies Center of the State University of New York at Albany has been actively involved, nationally and internationally, in efforts aimed at legislative reforms and innovations. At the national level it has worked very closely with the National Legislative Conference and with a number of state legislatures on issues such as interference in and openness of the legislative process; modern information needs and electronic data banks of legislatures; legislative fiscal review and program evaluation; science, technology, and the legislative process; and structural and procedural changes to meet the emerging needs of legislatures.
