The Authors
Richard Norman Block is professor of labor and industrial relations at Michigan State University. He is the author of numerous articles and books on such issues as the relationship between law and practice in industrial relations, industrial relations and structural economic change, employment law, and employee training. He is an experienced labor-management neutral currently listed on all major arbitrator rosters, as well as the panel on matters related to the implementation of the North American Agreement on Labor Cooperation, and the labor aids agreement of North American Free Trade Agreement. Professor Block received his B.S. and M.S. degrees in economics from the University of Illinois at Urbana-Champaign and his Ph.D. in labor and industrial relations from Cornell University.
John P. Beck is assistant professor in the School of Labor and Industrial Relations at Michigan State University since 1991. He works primarily in two of the School's research units, the Labor Education Program and the Project on Innovative Employment Relations Systems (PIERS). He is the author of a number of articles on labor history, technological change, and workplace innovation. Prior to joining the staff of the School, he spent five years as education and research director of the United Paperworkers International Union, devoting much of his time to the Union's efforts in the areas of joint labor-management cooperation and workplace innovation. He received his B.A. from Michigan State University and M.A. from the University of Michigan.
Daniel H. Kruger is a professor of industrial relations at Michigan State University where he has been on the faculty since 1957. He received his B.A. from the University of Richmond and his M.A. and Ph.D. from the University of Wisconsin. He has served extensively as a fact finder and an arbitrator in both the private and public sectors. He has written numerous articles for professional journals in the area of human resources, collective bargaining, grievance administration, and arbitration. In 1992 President Bush reappointed him for an unprecedented third five-year term on the Federal Service Impasses Panel.

Preface
The Commission on the Future of Worker-Management Relations (the Dunlop Commission) met for one of its regional hearings in East Lansing, Michigan on the campus of Michigan State University on October 13, 1993. The interaction and discussion between the commissioners and the presenters formed the original inspiration and rationale for this volume. The breadth of experience presented and the quality of dialogue convinced the authors that something more needed to be done regarding the hearings, beyond the final report that the Commission was charged to deliver.
Since commissions of this type have been rare in U.S. history, the Dunlop Commission provided a unique opportunity for today's analysts and practitioners to take stock of the current practice of labor-management relations. We decided to start the important process, which other contemporary researchers and future historians might follow, of using the hearing testimony as an important primary document for research and analysis. This is of key importance, since the testimony covered a broader range of experiences, and with richer detail and deeper exploration, than the Commission was able to give proper attention in its report. (In fact, this volume has no relation to the Commission report and should be viewed as distinct from it.)
