Foreword
In this thoughtful and provocative book, Richard Payne adopts a rare stance for an academic analyst: the stance of the responsible critic. He examines the past conduct of U.S. foreign policy not just to describe and criticize, but also to prescribe workable alternatives that will enhance the effectiveness of U.S. foreign policy. This book is a model for how scholars can make their work relevant to the urgent problems of the world. It will help the next generation of U.S. policy-makers cope with the new pragmatism of Soviet foreign policy, the breakdown of the bipolar world, and the continuing risk of nuclear holocaust.
In Professor Payne's view, the conduct of U.S. foreign policy has foundered on its preoccupations with the ideological contest with communism and with military force as both the measure of American "power" and the principal instrument of foreign policy. The preoccupation with ideology has led policymakers to focus on differences in the positions of the United States and the Soviet Union at the cost of not seeing where the two countries underlying interests are shared or at least parallel. The preoccupation with military force has led to too hasty and too frequent resort to militaristic options for dealing with international conflicts at the cost of finding more effective and less dangerous solutions. These approaches constitute a formula for repeated failure, as the case studies of Soviet and Cuban involvement in Afghanistan, Nicaragua, Southern Africa, and the Commonwealth Caribbean demonstrate.
Professor Payne's formula for a systematically more successful handling of foreign policy begins with a clear-headednot emotionalassessment of the different kinds of U.S.
