The aim of this work is to make available to English-language readers a translation of Jean-Baptiste Says main texts on the status of political economy which have not, until now, been accessible in English.
Say sought to make the subject of political economy known to a wide public and taught it right up until the last few weeks of his life. He was recognized as an economist from the publication of his Trait dconomie politique ( A Treatise on Political Economy ) in 1803 and was internationally renowned when he published in 1828 the Cours complet dconomie politique pratique ( Complete Course in Practical Political Economy ).
If for Say it was important for political economy to be known, writing was not the only means he used in order to achieve this. He also spent many years teaching the subject. From 1815 to 1819 he taught at the Athne , a private school in Paris. He then inaugurated the chair of industrial economy at the Conservatoire des arts et mtiers (Conservatory of Arts and Trades) which he kept until his death. He was also appointed to the chair of political economy set up in 1831 at the Collge de France .
Say takes the time to explain at length the interest of studying political economy and to show its scientific nature in the Discours prliminaire (preliminary discourse) which is the introduction to the Treatise . He also discusses the interest of studying political economy and its scientific aspects in his opening discourses, delivered for many years to the audiences attending his teachings. The Complete Course also starts with long Considrations gnrales (general considerations) in which Say develops his conception of political economy. Says approach to political economy is also the subject of a long article which he published in 1826 in the Encyclopdie progressive .
The texts translated in this book are: three versions of the Preliminary discourse of the Treatise (1803, 1814 and 1826) with the variations from the other editions of the work (1817, 1819 and 1841); four opening discourses delivered at the Conservatory of Arts and Trades in 1820 and 1828 and the Collge de France in 1831 and 1832; the General considerations which begin the Complete Course (with the variations from the 1840 re-edition); and three articles on the progress of political economy published both in the Encyclopdie progressive and the Complete Course in Practical Political Economy .

First, I would like to thank Sheilagh Bonnet, whose linguistic skills I called upon throughout this book. I was able to count upon her receptiveness as the work progressed. I appreciated the willingness with which she met my requests every time I called upon her and the conscientiousness that she showed in responding to them each time. The quality of the result can be largely attributed to her.
My thanks also go to my fellow researchers in the Groupe dAnalyse et de Thorie Economique Lyon Saint-Etienne (GATE LSE) , especially those who work on the history of economic thought, in particular Nicolas Barbaroux, Antoinette Baujard, Michel Bellet and Philippe Solal. Working in an environment where research on the history of economic thought is recognized and supported is a powerful incentive to advance. The French National Research Agency (Saint-Simonism 1821 Program) also supported this work.
This work also benefited from the impetus stimulated by Andr Tiran of the University Lumire Lyon 2, for the edition of the uvres compltes ( Complete Works ) of Jean-Baptiste Say of which he is the coordinator. I am obliged to him as I am to the other members of the team: Emmanuel Blanc, Pierre-Henri Goutte, Claude Mouchot, Jean-Pierre Potier, Michle Saquin, Jean-Michel Servet and Philippe Steiner.
More generally, I include in my thanks all of those whom, on various occasions such as the meetings organized by the Association Charles Gide pour ltude de la pense conomique (Charles Gide Association for the Study of Economic Thought) or the European Society for the History of Economic Thought, showed an interest in my work, shared their comments about it and encouraged it.
Collge de France . Opening discourse of the course on political economy of the 18311832 school year
Gentlemen,
I would like to request your permission in repeating some general ideas that you are no strangers to, but that are well worth recalling in their order.
A political society, a nation is a union of families linked by common interests, by geographic convergences, by the same laws.
In the word laws , one must understand all of the obligations, even those that are only imposed by usage, to which one submits no matter what ones capacity is.
