Preface
This is the third edition of this book. For 12 years, this book has experienced popularity and usefulness to the occupation safety and health community. As with the second edition, it has become necessary to update data and to address new or not previously addressed topics.
This original book was developed to provide safety and health professionals, students, and employers with the basic tenets for an occupational safety and health initiative for those who are responsible for or planning to implement and manage safety and health programs for their companies or future employers. It has also found a wide audience as a text for students that can help build their knowledge and developmental process in the field of occupational safety and health.
The intent of this book is to provide a management blueprint for occupational safety and health for the smallest to largest companies that are beginning to see or have seen the need to develop or improve their safety and health approach in the workplace. This would include the construction industry as well as other industry groups.
Incorporating the major requirements presented in each chapter, the user will be well on the way toward building a successful and effective safety and health effort for any company or employer.
This book encompasses a total management approach to the development of written programs, the identification of hazards, the mitigation of hazards by the use of common safety and health tools, and the development of a safe workforce through communications and motivational techniques, including behavior-based safety, involvement, and training. It addresses the development of databases and use of relevant specific industry data. Based upon the data sources available, an acceptable risk from both safety and health hazards can be determined. The book also addresses how to work with and within the OSHA compliance approach as well as how to deal with the OSHA regulations.
Two new chapters address the topic of workers' compensation since it has become one of the responsibilities of many health and safety professionals. The second chapter is driven by the application of Lean management by companies and the use of Lean tools as they are utilized to develop a Lean safety approach.
This is a how-to book, not just an information-providing text. It will show you how to write a program, how to identify hazards, and how to involve workers and attain their cooperation. It expounds on the need to place a particular emphasis on better and more effective communication regarding safety and health.
It explains how to use identification and intervention tools such as hazard hunt, audit, and job hazard analysis. It also provides a listing of potential resources wherever more detailed information is needed. The book encourages the development of a working relationship with OSHA and how to go about determining which regulations are applicable to the workplace, and those that confront the safety and health professional, the employer, and the company. The book denotes how to budget for safety and how to find assistance and sources that will guide in the compliance with OSHA regulations. It also addresses the topic of environmental issues, workplace security/violence, and regulations as related to the workplace. All facets of this book are reinforced by tools for managing safety and health and supported using checklists, illustrations, diagrams, figures, photographs, and tables as necessary to clarify or add to a topic.
