The Renaissance man who discussed politics and poetry as easily as the natural sciences is unfortunately dead and buried. The rapidly expanding quantity of knowledge requires specialization, and this is as true of political science as of other fields. This situation obviously has its drawbacks; the research on representative democracy is a good example. Neighboring sub-disciplines such as political representation, legislative behavior, voting behavior, opinion formation, public policy-making and interest organizations offer relevant findings; remarkably often, however, research in the different subfields follow separate paths, without the cross-fertilization that can be so fruitful. In our contribution to the debate on representative democracy, therefore, we have tried to cross the traditional disciplinary boundaries. We do not try to gain the comprehensive view of the Renaissance man, but we do attempt to integrate theories and concepts from several subdisciplines into a single analytical framework.
Our primary research object is a Scandinavian parliament, the Swedish Riksdag. The choice follows naturally from the fact that we live and work in Sweden; we also feel, however, that it is worthwhile to focus on a popularly elected institution other than the British House of Commons or the US Congress, the two assemblies which are still the most carefully researched in the international literature. As we show in the pages that follow, the Riksdag is a unique political institution in certain respects, while it resembles most other Western parliaments in other respects. We hope our study will further understanding of representative systems in general, and of the Swedish system in particular.
If we have failed to say anything interesting about representative democracy, we cannot in any case blame a lack of data. The Swedish Election Study Program, under the aegis of which this study was carried out, has continued for nearly four decades, and the result has been the creation of one of the worlds most comprehensive data collections for studies of this kind. Voter surveys from 13 consecutive parliamentary elections have been performed. Since 1986, supplementary annual surveys of the Swedish population have been conducted by the SOM Institute at Goteborg University. Extensive content analyses of the news media and of the political parties propaganda are also available. Furthermore, three surveys of all of the members of the Swedish Riksdag were carried out in 1968, 1985 and 1988. The analyses presented in Representation From Above benefits from all of these different sets of data, but the core of our argument is drawn from the data provided by the three parliamentary surveys and by an account of Riksdag members activities contained in the parliamentary records.
Writing this book was a common project, and both authors share responsibility for the outcome. We have applied, however, a certain division of labor. The first author wrote were co-authored.
The book is a sequel to De folkvalda (Elected by the People), a book in Swedish which was published by us in 1988. has previously been published in Scandinavian Political Studies.
A great many people have contributed to the completion of this book. We like to thank the founding fathers of the Swedish Election Study Program, Jrgen Westersthl and Bo Srlvik. Mikael Gilljam has been a key person in everyday discussions at the Department of Political Science in Gteborg. Per Hedberg has been another critical conversational partner. The group directly involved in the Riksdag studies includes Magnus Hagevi, Lena Wangnerud and Martin Brothn. Anna-Gun Andersson is the permanent secretary for the Election Study Program. Stephan Schmidt shared his wide readings with us generously. Donald Granberg at the University of Missouri has furnished us with many new perspectives over the years. Lena Rehnberg, Katri Schrott-Strmberg and Henrik Selin have been efficient research assistants, and Cecilia Bokenstrand and Anne Nilsson have helped to code the survey material.
Much of the book was conceived while the first author was a visiting scholar at the Department of Political Science at Arizona State University. This visit, which was facilitated by a grant from the American Council of Learned Societies, came about at the invitation of Regents Professor Warren E. Miller. Professor Miller has a long history as a supporter of the Swedish Election Study Program. When Bo Srlvik initiated the first Swedish representation study in 1968, Millers and Stokes pioneer study of political representation from 1958 supplied the intellectual model. Warren Miller also took the time to contribute personally to the planning of the Swedish project. As a young assistant in this initial representational study, the second author of this book was able to benefit from Professor Millers vast knowledge.
We would also like to thank Ruth Jones, Rick Herrera and the Department of Political Science at ASU. Special thanks go to John Geer for his unflagging willingness to explain the mysteries of American politics. Over the years, the Swedish Riksdag and the political parties have extended the most positive cooperation to the Election Study Program.
