Policy studies came of age during a period of broad reforms in American society. The 1960s and 1970s saw the impact of reforms in many areas, including education, housing, political participation, access to legal and social services, employment opportunities, and health care. The policy studies conducted during this reform period were premised on achieving social change through programmatic initiatives. The studies were predicated on a number of political assumptions about how the United States ought to distribute its resources, structure its forms of political participation, and address past inequities and injustices. The policy analysts conducting these studies thought themselves part of a progressive and enlightened effort to improve society.
