Dr Talib A. Younis is Reader in Public Management, Caledonian Business School, Glasgow Caledonian University, and also holds external examinerships at a number of universities and institutes of Higher Education in the UK and abroad
With qualifications in Economics, Public Administration, Political Science, Education and Stress Management, his distinguished career has included visiting professorships in Jordan and Russia and he has lectured widely in Europe, the Middle East, North Africa and Asia. As consultant to a range of national and international organisations, Dr Younis has reported on such topics as quality control, civil service reform, agricultural development, management of undergraduate courses, human resource management, organisational change and public planning.
Dr Younis is co-founder of the Research Centre for the Middle and Far East, and is educational consultant for the United Nations Development Programme. In this capacity he has recently been an assessor evaluating the efficiency of the government departments of the United Arab Emirate of Dubai. A forthcoming commitment is to deliver a paper on higher education at the Technological Education and National Development conference in Abu Dhabi.
Iqbal M. D. Mostafa has lectured in Public Administration at the University of Chittagong, Bangladesh and he holds an M.Phil from the University of Dundee, Scotland. Currently, he is pursuing his Doctoral research at Glasgow Caledonian University, Scotland
His teaching and research have focused on the system of government in Bangladesh, examining work procedures, communication between ministries, financial accountability and public sector management.
In this book his knowledge of the system contributes to a detailed analysis of its functions and the extent of its accountability, noting the urgent need for major reforms.
