Celebrating the Third Decade
and Beyond
The ASEAN-India economic integration has made substantial progress in recent years. Indias engagements with Southeast and East Asia have received new momentum under the Act East Policy (AEP). In 2017, ASEAN and India will be celebrating 25 years of their dialogue relations. The relationship is set to deepen in coming days as ASEAN and India step up their collaboration across a range of economic and strategic issues, including trade and connectivity, culture, people-to-people links, trans-national terrorism, and maritime security. However, both of them have been facing several challenges which call for concerted efforts by ASEAN and India. With ASEAN and India working towards establishing a Comprehensive Free Trade Area through Regional Comprehensive Economic Partnership (RCEP) agreement, their cooperation will be key in promoting economic stability, competitiveness, growth and integration in the region.
This book is a timely initiative to review the past and suggest the ways to further strengthen the economic partnership. It primarily deals with the economic integration issues between ASEAN and India, and assesses policy priorities, effectiveness, implementation imperatives and challenges. Each chapter in this book tries to capture essential features of the crosscutting issues and attempts to draw some policy implications. It will be a valuable reference for policymakers, academics and practitioners.

ASEAN-India economic integration has made substantial progress in recent years. At the ASEAN-India Commemorative Summit 2012 in New Delhi, ASEAN-India relations had been elevated to the Strategic Partnership level. The Act East Policy has imparted new momentum to ASEAN-India relations, and the stage is now set for the deepening of collaboration across a range of political, economic, commercial, cultural and people-to-people links. There is specific focus on issues relating to connectivity, trans-national terrorism, and maritime security. The proposed Regional Comprehensive Economic Partnership (RCEP) Agreement, when concluded, will be the key to promoting political stability and economic prosperity in our shared region.
ASEAN and India will be celebrating 25 years of their dialogue relations in 2017. This book entitled Celebrating the Third Decade and Beyond: New Challenges to ASEAN-India Economic Partnership is, therefore, a timely initiative to review the past and suggest the ways to further strengthen all round relations in the future. A collaborative effort of the ASEAN-India Centre (AIC), New Delhi and ASEAN Studies Centre (ASC), Bangkok, this book deals with some of the challenges being faced by the ASEAN-India economic integration process. Each chapter in this book explores the outstanding issues and attempts to draw some policy implications. I would like to record my appreciation of the efforts that have been put by Prof. Prabir De and Prof Suthiphand Chirathivat in putting together this volume. I also congratulate all the authors who have contributed to this volume.
I am sure this book will provide new ideas and suggestions in deepening the ASEAN-India Economic Partnership. I trust it will be a valuable reference for policymakers, academics and practitioners.

Two and half decades passed away since India undertook the Look East Policy (LEP) as an effort to strengthen its economic and strategic relations with Southeast and East Asian countries. The impetus in regional integration received through LEP has gained new momentum through the Act East Policy (AEP). Indias proactive role in building a common market with an ambitious but realistic connectivity programme has increased her footprint in Southeast and East Asia considerably.
The India-ASEAN relationship is passing through its third decade. India became a sectoral partner of ASEAN in 1992, a dialogue partner in 1996, and a summit-level partner in 2002. The ASEAN-India strategic partnership the elevated relationship that began at the 2012 Commemorative Summit gives a greater hope in delivering stronger bilateral relations. ASEAN and India will be celebrating 25 years of their dialogue relations, 15 years of summit level relations and five years of strategic partnership in 2017.
ASEAN has embraced the ASEAN Economic Community (AEC) on 1st January 2016, albeit on a smaller scale. In parallel, ASEAN has undertaken series of initiatives to achieve the AEC 2025 milestones. AEC comprises four pillars: a single market and production base, a highly competitive economic region, a region of equitable economic development, and a region fully integrated into the global economy, each has strong implications for India and other dialogue partners of ASEAN.
