The present volume is meant to provide a comprehensive and comparative assessment of the state of the transformation processes in six East Central European countries: Croatia, the Czech Republic, Hungary, Poland, Slovakia, and Slovenia. Four years after the collapse of the Communist regimes in Eastern Europe, the reformist countries have reached a critical halfway-stage on their road to stable pluralist democracies and functioning market economies with corresponding reorientations of their foreign policies.
The book contains the revised and updated papers given at a conference organized by the Austrian Institute for International Affairs, the Austrian Institute of East and South-East European Studies, and the Vienna Institute for Comparative Economic Studies in Vienna on December 3/4, 1992. What distinguishes this publication from most of the literature on the new market-oriented democracies in the former Soviet bloc and Yugoslavia is its multidimensional approach. It includes the domestic political and economic aspects, as well as the international dimension of transformation. These problems are dealt with by experts who with one exception are nationals of the countries they discuss. The Croatian participant who covered the political situation in his country did not want us to publish his paper.
The reason for the choice of our authors should be obvious: We wanted to present the transition problems from the point of view of insiders who are directly concerned. Various "horizontal" and "vertical" perspectives are in the main left to the readers of this book. For instance, they could compare the economic situation in any two or more of the reformist countries and draw their own conclusions; they could also focus on the interrelationship between internal democratization, marketization, and new foreign policy. Three such "horizontal" assessments are offered by Austrian social scientists who acted as discussants at our conference. Both types of analysis are briefly attempted in the concluding chapter of this volume.
Readers ought to note that most contributions to this book were finalized in early 1993. We lost some time because some authors did not meet the agreed on deadline for the revision of their manuscripts. However, we hope that readers will still find this stock taking at an important juncture of the transformation processes interesting and useful.
We want to thank Federal Chancellor Franz Vranitzky for agreeing to open our symposium. His keynote address is also published in this volume. We are very grateful to the Creditanstalt for making available its "Oktogon" as our conference venue.
