This book explores experiences, issues and challenges which have emerged since constitutional status was granted to the local bodies at grass-roots level in India in the early 1990s. Among other issues, it focuses on:
  • the contrasting political ideas of Mahatma Gandhi and B. R. Ambedkar on Panchayati Raj Institutions
  • the legal and constitutional provisions which were introduced through the 73rd and 74th Amendment Acts
  • the devolution process, status and challenges of democracy for local governmental bodies
  • empowerment of the historically marginalized through reservations in the local bodies
  • governance in Schedule V and VI tribal areas
  • conflict resolution and capacity building of local governance
Based on extensive fieldwork across India, this volume will be useful to scholars and researchers of political science, sociology, public administration as well as policy makers and civil society activists.
E. Venkatesu teaches in the Department of Political Science, University of Hyderabad, India. He was member of faculty at the National Institute of Rural Development (200411) and was Research and Training Coordinator at the Society for Elimination of Rural Poverty (2000 2004). He has published several books including Panchayats and Building of Model Villages (2013), Grassroots Politics in India (2008) and Democracy and Development: A Backward Classes Perspective (in Telugu, 2004).
One of Indias remarkable experiments after independence has been the mode of institutionalization of power to subserve self-rule at various levels of the polity. Concerns such as fairness, diversity and difference have been add-ons to it. There are many flaws in this endeavour but there are few today who deny its need. This volume documents this great experiment through specific case studies of many states, communities and concerns in India.

Prashant Amrutkar is Associate Professor at Department of Political Science, Dr Babasaheb Ambedkar Marathwada University, Aurangabad, Maharashtra, India. His research interests include international relations, South Asian area studies, gender studies and the Indian political system. He has published six books and several research papers. He has been awarded the Shiksha Ratan Puraskar for his academic contribution.
Sakru Naik Banavath is Doctoral Fellow at Department of Political Science, University of Hyderabad, Telangana, India. He has been working on the politics of tribal development with reference to PESA Act. His areas of interest include the Indian political process and human rights.
Jawed Alam Khan is Senior Research Officer at Centre for Budget and Governance Accountability (CBGA), New Delhi, India. His research work focuses on fiscal decentralization, rural development, utilization of funds in social sector programmes and responsiveness of budgets to disadvantaged groups. He also contributes significantly to the field of teaching and training with CSOs and academic and government institutions. He has an MPhil in Economics and is currently a PhD scholar at Jawaharlal Nehru University, New Delhi, India.
Ramesh Kumar is Doctoral Research Fellow at Department of Political Science, University of Hyderabad, Telangana, India. For his dissertation, he is conducting research on the interplay of governance, public policy and resistance with reference to civil society movements in the state of Rajasthan. His interests cover governance, public policy and socio-political movements. He has published articles in national and international peer-reviewed journals and books.
Avaneesh Maurya is PhD Research Scholar at UGC Centre for Southern Asia Studies, Pondicherry University, Puducherry, India. His research interests include Indian politics, human rights, social justice, identity politics and secularism. He has made several presentations in national as well as international conferences.
N. Chaitanya Pradeep is Assistant Professor at School of Law, Christ University, Bengaluru, Karnataka, India. He holds a PhD from the University of Hyderabad, Telangana, India, and has published numerous articles in the field of law enforcement with particular reference to organization development and human rights.
Antiarbum Ranglong is Assistant Professor at MMD College, Sabroom, Tripura. His areas of interest include tribal development and administration, and politics in Northeast India.
B. Nageswara Rao is Assistant Professor at School of Economics, University of Hyderabad, Telangana, India. He specializes in the areas of tribal economy and governance, economic history of colonial rule and agrarian relations. He has authored Mapping the Tribal Economy: A Case Study from a South-Indian State (2013).
B. P. Syam Roy is former member of the Indian Administrative Service and joined the West Bengal Civil Service in 1970. He was also a Member of the Third State Finance Commission, Government of West Bengal. He holds a PhD in Economics.
