Japans Sea Lane Security, 19402004
This is the first major English language study to comprehensively explore the broad and longstanding connections between Japans national security and the safety of its sea lanes. Tracing issues from pre- and post-1945 eras, the book explores how Japans concerns with sea lane protection have developed across such diverse fields as military strategy, diplomacy, trade policy, energy security and law enforcement.
Drawing upon case study material and primary research including interviews with officials and security analysts, the book presents a chronological analysis of Japans sea lane security. From the late nineteenth century onwards Japan has depended upon seaborne imports of food, energy and industrial commodities for its prosperity and survival. The book investigates how, despite radical changes to Japans economic and political structures, this remains a defining feature of the countrys political economy. Graham argues that there is a basic continuity in Japans defence and foreign policy, borne out in policymakers ingrained perceptions of Japan as a resource-poor nation in a hostile international environment.
Although Japans security policies have undergone relatively rapid changes a defence policy review in December 2004 concluded that securing Japans sea lanes is crucial to Japans prosperity and development. Japans Sea Lane Security, 19402004 reveals a neglected but important aspect of Japans military and economic security, investigating why officials and analysts continue to portray the defence of Japans sea lanes as a matter of life and death.
