On the occasion of a meeting of Ministers of Spatial Planning and Urban Affairs (held in Noordwijk, the Netherlands, June 1997), the Dutch European Union Presidency (in this case the Dutch Ministry of the Interior) took the initiative to investigate the state of the art concerning urban policies conducted by national authorities in each of the 15 member states. The main consideration for this initiative was the observation that urban development is a decisive factor for the economical, social and cultural times to come in the member states and the European Union as a whole.
The European Institute for Comparative Urban Research (EURICUR) of Erasmus University of Rotterdam was invited by the Ministry to undertake this investigation, the results of which served as a source of information for the European Ministers. Without EURICUR's international network of universities and cities it would not have been possible to fulfil this request in the relatively short period available for completing this work. We would like to thank those persons all over Europe who contributed by writing a national chapter. These chapters, together with the introduction of the framework for the comparative investigation and the synthesis of the findings, form the contents of this volume.
