PREFACE
This book is a testament to the value of hallway conversations. The idea for this project grew out of a series of conversations I had with Michael Malley, a former colleague at the Naval Postgraduate School. Mike is a specialist on Southeast Asia who had begun to do work on initiatives within the region dealing with nuclear proliferation. He asked me about theoretical literature on international cooperation that might help him understand cooperation in the nonproliferation domain. Our discussions led to the realization that the leading existing frameworks fall short of capturing the kinds of dynamics we were both observing empirically. The seeds of suggestion for a new research project had been planted, and I thank Mike for providing the intellectual stimulus to embark on this line of research.
Funding to support this research was provided by the U.S. Defense Threat Reduction Agency, through its Project on Advanced Systems and Concepts for Countering WMD ( PASCC ). I am grateful to PASCC for the support. The views expressed in this book, however, are entirely those of the authors and are not intended to represent U.S. government policy.
After a canvass of the existing literature, I developed a preliminary theoretical framework that could guide further exploration of the sources and impact of international cooperation intended to counter the proliferation of nuclear, biological, and chemical weapons. I then invited a group of subject-matter experts to apply this framework to case studies of cooperative initiatives in support of nonproliferation. We came together to discuss first drafts of the case studies at a workshop at the Portola Hotel in Monterey, California, in March 2012. Since then, two additional authors who focus on regional efforts joined the project, and all the chapters have been revised and updated to reflect further developments, in most cases through about mid-2014.
Many people helped make this book possible and gave valuable suggestions to improve its contents. I give special thanks to Angela Archambault, whose administrative assistance ensured our authors workshop ran smoothly. In addition to most of the authors whose chapters appear in this volume, several other people participated in the workshop and gave feedback on the individual papers and the project as a whole.
