The inexorable advent of globalization has transformed the public policymaking process into a multi-faceted challenge that transcends traditional policymaking boundaries and forces scholars, experts, and practitioners to redefine their field in terms of both theory and practice. While every policy dilemma has a specific location in time and space, most significant policy issues climate change, food and water, economic development, global pandemics, terrorism and violence, and migration, to name just a fewnow require a collective framing of the problem and a collaborative effort to take effective action.

Robin J. Lewis is Professor and Director of the Master of Global Public Policy (MGPP) programme at the Russian Academy of National Economy and Public Administration (RANEPA) in Moscow, created in strategic partnership with the World Bank and McKinsey. In addition, he is the first President of the International Development and Public Policy Alliance (IDPPA). From 2010 to 2015, he was on the faculty of the School of Social Development and Public Policy at Beijing Normal University.

Many people contributed to the completion of this volume and I am very pleased to acknowledge their efforts here. This volume grew out of a path-breaking conference hosted by Sabanc University and the Istanbul Policy Center (IPC) in November 2014. The conference brought together public policy scholars from around the world with their colleagues at Turkish universities to discuss the challenges of teaching this subject in a globalized policy environment. The conference received generous financial support from the Friedrich Naumann Stiftung and its then Head of Istanbul Office, Hans-Georg Fleck, whom we thank.
Professor Korel Gymen, a distinguished policy scholar and practitioner and a dear, long-time colleague and I together edited an earlier version of this volume that was produced by the IPC in 2015. My deep and abiding gratitude goes to Korel for his vision and guidance.
