Preface Despite its frequency and unparalleled lethality, terrorism in Africa is a comparatively ignored phenomenon within the terrorism studies literature. While, ISIS and al Qaida linked groups such as Boko Haram or Al Shabaab do receive considerable attention, non-Islamist organizations have traditionally remained on the periphery of western policy interests, and consequently received minimal attention from the predominantly policy-driven terrorism studies academic community. One of the most enigmatic and important terrorist groups in Africa is the Lords Resistance Army (LRA), which has for over two decades conducted hundreds of horrific massacres and kidnappings of children in Uganda, Southern Sudan, the Democratic Republic of Congo (DRC) and Central African Republic. While LRA is occasionally mentioned in existing terrorism studies literature, this is typically in passing and without any real depth or appreciation of context. Given the growing policy interest in LRA in western countries as documented by the Obama administrations commitment to countering and disarming the group, such a critical gap is nothing short of stunning. Understanding the Lords Resistance Army Insurgency addresses the above gap in the terrorism studies literature by providing a concise and authoritative overview of the LRAs life cycle, including the historical context for its emergence and evolution, the groups ideology, strategy and tactics, motivational aspects and recruitment processes, engagement in peace talks, detailed description of leadership and group dynamics. Based on a wide range of written sources as well as extensive interviews with top LRA commanders, junior fighters, rank and file child soldiers, abductees, Joseph Konys wives, victims of LRA violence, and various government sources in Uganda, Southern Sudan and the DRC, this book provides an authoritative account of one of the most unconventional terrorist organizations in the world. Moving past the commonly told stories of unimaginable brutality, forced recruitment and the groups mystical belief system, this book provides a well-grounded analysis of the different stages of the LRA insurgent campaign aiming to contextualize the group within the realm of global terrorist movements where it represents quite an obscure case study that challenges many of the common assumptions about the operational dynamics of traditional terrorist organizations. About the Authors Adam Dolnik is an independent specialist on terrorism, hostage negotiation and kidnap response. In the past, Adam was Professor of Terrorism Studies at the University of Wollongong, Australia; Professor of Counterterrorism at the George C. Marshall Center for European Security Studies in Garmisch, Germany; Chief Trainer at the International Centre for Political Violence and Terrorism Research (ICPVTR) in Singapore; and a researcher at the Weapons of Mass Destruction Terrorism Research Project at the Monterey Institute of International Studies in California. Dolnik has provided lectures and training for various organisations and agencies in over 50 countries, on issues such as terrorism, hostage negotiation, kidnap management and conduct after capture. He regularly conducts field research in challenging environments (i.e. North Caucasus, Afghanistan, Pakistan, northern Uganda, Sudan, Southern Philippines, DRC, Colombia, etc.) Adam also serves as a trainer on the UN Hostage Incident Management (HIM) course, and is regularly invited to share his knowledge with the International Negotiators Working Group (INWG), which brings together representatives of the worlds top hostage negotiation teams, and the International Hostage Senior Leader Working Group under the US Special Operations Command (USOCOM). Dr Dolnik is an internationally trained hostage negotiator (New Scotland Yard, FBI, Police Scotland, Manchester Police) and has practical experience with complex overseas kidnap management. | Next page
