The Chinese States Retreat from Health
Over the post-Mao reform period, the Chinese state has retreated from its role in funding health services and insuring its citizens against the costs of ill health. This book examines how and why this retreat has taken place. Using an analytical framework drawn from studies of state retrenchment in industrialized democracies and in post-communist Eastern Europe, Jane Duckett argues that the states retreat from health in China was not as others have argued a simple consequence of economic policies and market reform. Just as important were the influences of health policies, reform era political institutions, communist party ideology, and bureaucratic stakeholders.
Theoretically, The Chinese States Retreat from Health extends research on retrenchment to a major authoritarian political system. Empirically, it extends understanding of the post-Mao Chinese state through a focused study of its role in the health sector. Through original research on China the worlds most populous nation and now a major global economic power Duckett thus makes a major contribution to understanding of international trends in state transformation.
This book will be of interest to students and scholars of Chinese politics, social policy and the Chinese health care system, as well as to those with a comparative interest in health, welfare states and the politics of retrenchment.
Jane Duckett is Professor of Chinese and Comparative Politics at the University of Glasgow, UK.

This books arguments have been developed mainly from primary research using a combination of both documentary sources and interviews with health officials, scholars, medical professionals and ordinary citizens in China. The documentary materials (mainly in Chinese) include official government reports, decisions and guidelines, ministerial speeches and memoirs, and official statistical publications, as well as national newspapers, academic papers and books. I should like to thank Diarmid Swainson, Xinyi Yak, Wang Guohui and Daniel Hammond for their very valuable assistance in finding, collating and organizing these materials. I am grateful to Xu Ying for her help with research relating to non-governmental health organizations. I am grateful also to Kuan Hsin-Chi, Jean Hung, Wang Shaoguang and staff at the Universities Service Centre for China Studies at The Chinese University of Hong Kong for once again allowing me access to their wonderful resources.
