This is the second in a series of three books charting important themes for the British Army, and perhaps every Army, in the post-Cold War era. The first book in the series, The Media and International Security edited by Stephen Badsey, explores the impact of the media on conflict and military operations. This, the second volume, begins to unpack many of the features of contemporary peace support operations. While it is not intended to provide an exhaustive survey of every debate surrounding such operations, it does endeavour to provide the reader with a flavour of many of the themes impacting upon the broad array of organisations thrown together in response-complex emergencies. We have made a conscious effort to reflect the diversity of actors working alongside one another and to begin an exploration of the nature of the relationships which can and do form among organisations and institutions. For an institution such as the Royal Military Academy Sandhurst seeking to understand such relationships, particularly although not exclusively at the tactical and operational levels, is of obvious importance. For any academic institution seeking to explore the issues that bind and divide the diplomatic, humanitarian and military communities this book provides an exceptionally useful multidisciplinary introduction.
The third book in this series, edited by Paul Latawski and Stephen Badsey, examines the broad impact of the dissolution of the Former Yugoslavia. While it is not intended to act as a primer on the Balkans, it will provide a survey of issues ranging from the historical roots of conflict in the region and the impact of the Second World War through to humanitarianmilitary relationships during the course of NATOs Kosovo campaign.
For the British Army the dissolution of the Former Yugoslavia has been a formative experience. It has affected doctrine, attitudes to the use of force, relationships with the humanitarian community, the UN and other government departments. Ultimately, the experiences of the United Nations Protection Force and the NATO-led Peace Implementation and Stabilisation forces (IFOR and SFOR) underpinned the Strategic Defence Review and the emergence of the British expeditionary strategy. It has also stimulated changes within the transatlantic alliance both in terms of relationships between allies and the force structures themselves. In short, it has served to define our attitudes and responses to a vast range of operations below the threshold of general or regional war.

This volume draws largely on a series of diverse presentations delivered at the Royal Military Academy Sandhurst. The rationale behind the book was to capture at least some of the diversity and complexity of activity within contemporary peace support missions. It is not intended to be a comprehensive exploration of all of the issues facing and impacting upon practitioners, but it is a means of bringing together aspects of several disciplines which contribute to a broader understanding of the nature of peace support operations. We sincerely hope that this book adds to an already lively interdisciplinary debate.

Koenraad Van Brabant is currently a Research Fellow at the Overseas Development Institute in London. He trained as an anthropologist and in development studies and, for eight years, managed aid programmes in Afghanistan, Ethiopia and Sri Lanka. Recently he has been actively involved in various initiatives to improve policy and practice for the security of aid agencies, including a contribution to the development of a training course on security management in violent conflict.
Richard Connaughton was, until recently, Colonel Defence Studies for the British Army. He is now a freelance consultant on defence issues.
