Introduction

W hen President Dwight D. Eisenhower encouraged R. Gordon Hoxie to establish what would become the Center for the Study of the Presidency & Congress (CSPC), the Supreme Allied Commander turned president lamented the lack of historical case studies to prepare him for civilian political leadership. As a military leader, he could pore over analyses of previous battles, deployments, and international crises, yet no similar repository of institutional memory existed for the equally complex arts of governing and legislating.

In 2000, the Center for the Study of the Presidency & Congress published Triumphs and Tragedies of the Modern Presidency, a collection of case studies focused on the complexities of presidential leadershipa modern fulfillment of President Eisenhowers wish. Now, fifteen years later and on the eve of the 2016 election, we update this anthology to provide new analyses and lessons for todays leaders and those of future generations.

Historians have often debated how individual leaders have shaped the course of history, and the study of the U.S. presidency certainly demonstrates the profound impact one individual can have, especially if working in the Oval Office. However, in these case studies, we also see the critical role played by the cast of characters who surround the presidentsome working with the president, others opposing his agenda. Whether a president is successful is not determined by only the sheer force of his will; rather, it often depends on his ability to work with othersinside the administration, in Congress, within his party, and with foreign leaders. Perhaps most important is a presidents ability to connect with the American people.
