This book on the security context in the Black Sea region is a timely endeavour and substantive contribution to understanding the state of play in the region and its linkages to the rest of the world. With contributions by analysts from Europe, the United States, Russia, Ukraine and Turkey, the book provides a holistic perspective. Post-Cold War developments have increased interest in the Black Sea region and the role of the regional and extra-regional actors in its security issues: this volume examines the position of the United States; NATOs involvement; the EUs engagement; Russia and Turkeys aspirations alongside the policies of the other states in the region as they seek a role for themselves. It illustrates and investigates key concerns such as security, energy and energy security, regionalism and good governance; and questions why a cooperative security framework (or other regional schemes which could accommodate the needs of all stakeholders) has to date never become a reality.
This book adds to the growing body of research on the region, presenting the facts of the current situation and asking what can be done in the Black Sea region for it to survive given its precarious security environment.
This book was published as a special issue of Southeast European and Black Sea Studies.
Dimitrios Triantaphyllou is Director General of the International Centre for Black Sea Studies (ICBSS) in Athens, and Assistant Professor of International Relations at the University of the Aegean, Rhodes, Greece.

The security paradoxes of the Black Sea region

The international order has entered a new era that is characterized by dramatic changes, in terms of both structure and process. Within this evolving non-polar world, the emergence of the Black Sea as a region and as a geopolitical hub is undeniable; yet the issues at hand are many, complex and challenging. A number of key paradoxes that have shaped the profile of the region to date, and will continue to define its future, are ever more clearly making their presence felt. This article attempts to illustrate and bring to the surface these paradoxes, namely the interplay between economic growth/subregionalism versus ethnonationalism/security dilemmas and the neighbourhood perception paradox. The purpose is to help assess the current state of play and address the key questions for the future of the region.
Geopolitics, (sub)regionalism, discourse and a troubled power triangle in the Black Sea

Following the end of the Cold War, the Black Sea gradually began to undergo a process of region-building, while simultaneously emerging as a key area in a new spiral of geopolitical competition. The purpose of this article is to analyse the interrelated terms of geopolitics, subregionalism and discourse by investigating the fundamental significance of the geography of the region, the ambiguous role of the hegemon(s), the performance of the various regional organizations, the value of history and identity, and the policies of the full-fledged geopolitical subjects (United States, Russia, European Union). To this end, it uses various tools from different strands of thought in international relations, trying to apply what is known as analytical eclecticism.
Towards a comprehensive regional security framework in the Black Sea region after the RussiaGeorgia war

The August 2008 war between Russia and Georgia has had a major negative impact on the security of the Black Sea region. However, the conflict not only elevated the perception of threat among regional states, it also opened a window of opportunity for making progress on important regional issues including other protracted regional conflicts such as NagornoKarabakh, redefining the role of Turkey and Russia in the region, expanding the EU role, and starting new discussions on regional and wide European security. This article assesses the prospects for creating a comprehensive cooperative security community in the Black Sea region, possible drivers for enhanced regional cooperation, and major obstacles that hinder the process.
Geographical blessing versus geopolitical curse: great power security agendas for the Black Sea region and a Turkish alternative

The Black Sea has been a site of contention and confrontation for centuries, though changes since the end of the Cold War allowed for the emergence of a cooperative environment. Due to its strategic location in the middle of Eurasia, controlling the region represents a unique geopolitical interest. This uniqueness at times turns into threats for regional and international peace and stability; thus its fortuitous location can become a curse. This article argues that increased big power (US, EU and Russian Federation) attention does not guarantee prosperity, and can create occasional clashes. It looks at how the security interests of the big powers came to focus on the Black Sea, and explores one of the regional alternatives for its future political, economic and security structures.
The impact of the Caucasus crisis on regional and European security

The scale of the recent Caucasus crisis cannot be compared with that of other armed conflicts in the post-Soviet space or former Yugoslavia, not to mention the conflicts of the Cold War period. Triggered by regional developments, it is essentially the outcome of a clash of security interests between Russia and the US/NATO. One of the main conclusions that should be drawn by the West from the Caucasus experience is that security in Wider Europe cannot be achieved contrary to Russias interests. The lesson for Russia is that it should learn to actively create collective positions within the scope of international cooperation, because no single country can throw down a challenge to the whole world.
The United States and security in the Black Sea region

In the last half decade, the wider Black Sea region has emerged as an increasing security issue for the United States. This has been reflected in a growing number of articles, briefings, books and policy papers devoted to the issue of security in the wider Black Sea area. Within the US government, as well, US officials have begun to pay increasing attention to the region and have attempted to craft a more coherent and comprehensive strategy toward the region. The Russian invasion of Georgia has underscored the importance Moscow attaches to preserving its influence in the region and the difficulties the United States faces in trying to develop a coherent policy toward the area. However, Russias position has weakened considerably since the Georgian invasion as a result of the global economic crisis. This could give Moscow an incentive to cooperate with the United States in managing security challenges in select areas, including in the wider Black Sea region.
