In a unique account, Elvira King identifies the pro-Israeli groups which attempt to influence policy-makers and implementers in the EU, specifically examining Christian Zionist groups. Through a detailed study of the European Coalition for Israel (ECI), the only Christian Zionist lobby in Brussels, Elvira King analyses whether and how a religious group can (and can fail to) influence decision-makers in the EU. By exploring the context of European relations with Israel as well as the mechanisms through which pressure groups are able to influence EU-wide policies, King offers an analysis which demonstrates how the EU can be a site where religion and politics meet, rather than just being a secular institution. RELIGION AND LOBBYING IN THE EUROPEAN UNION

The phenomenon of a re-awakened religion that demands inclusion in the political space is, no doubt, a negative development for a section in European societies that wishes to confine it to a private space. For others, however, this inclusion presents a positive development that can clarify the direction in which the formation of a new European identity is now taking place. So far the relative success of the EU as a political construct was preconditioned first and foremost by the rejection of the Westphalian paradigm, which by extension involves, arguably, repudiation of the old national identities that are heavily built around the religious/Christian element. The universally applicable humanist values, the argument goes, are meant to be sufficient normative building blocks of a new supranational and cosmopolitan Europe, which the EU should actively promote abroad (Diez and Manners, 2007; Manners, 2006 and 2002; Leonard, 2005). Consequently religion has become an issue that is persistently marginalised, or rendered superfluous, in any meaningful debate about European integration. Yet in 1992 Jacques Delors declared: If in the next ten years we havent managed to give a Soul to Europe, to give it spirituality and meaning, the game will be up.
