The participation of the public sector in assessing the social impact of a wide range of projects is the focus of this ground-breaking book. Leading experts from the O.S. and Canada have contributed original articles based on their empirical research conducted in current impact situations. These are supplemented by the editors' analytical overviews. The book concludes with projections regarding future linkages between public involvement and social impact assessment.
Dr. Gregory A. Daneke is associate professor of public affairs and business administration at Arizona State University. He has coedited Energy Policy and Public Administration (1980) and coauthored Performance Administration: Improved Responsiveness and Effectiveness in Public Services (1980). Dr. Margot W. Garcia is a program analyst with the USDA Forest Service; as part of a nationwide training program for the Forest Service in land management planning, she taught public involvement and land management planning. Dr. Jerome Delli Priscoli is senior policy analyst at the Institute for Water Resources, U.S. Army Corps of Engineers, Ft. Belvoir, Virginia.

It was my privilege to serve as Facilitator for the Research Conference on Public Involvement and Social Impact Assessment. While I suspect that this was a clever ruse to prevent me from voicing my opinion, forcing me, instead, to concentrate on an effective process for expression of everybody else's opinions, I can now exact my revenge by providing a practitioner's reaction to the research and discussion presented at the conference.
I often remind people I am training to conduct public involvement programs that it is the nature of politicians to avoid becoming specific when initiating any social innovation. It is always easier to round up the necessary votes to approve some statement such as "Thou shalt consult with the public" than it is to get support for highly specific procedures or methods. There is always too much danger that other politicians who support the general idea will oppose some specific element in the procedure, endangering the passage of the basic innovation itself. It is left to the executive branch of the government to figure out what on God's earth "Thou shalt consult with the public" means in action.
