This book could not have been published at a more appropriate time. With the debate in Europe on the potential of the oceans and seas in relation to the Lisbon Strategy to generate more economic growth and create jobs, and with the launching of the Commissions Green Paper on a Future Maritime Policy for the Union, this book offers a comprehensive coverage of ocean economics and comes as a most inspired contribution to our maritime affairs consultation.
What is of relevance in this book is not only the recognition of the critical role that marine natural resources can play in the worlds economy, but the insight into cutting-edge technology for the exploration and exploitation of the oceans resources, as well as the governance issues raised.
Two characteristics of this work in particular deserve to be underlined: the fact that Marco Colazingari emphasises the dimension and the scale of the issues pertaining to the ocean resources which are global and interrelated; and the fact that he does not limit himself to studying the exploitation of resources which are already being harvested, such as fisheries, but takes a more visionary approach and also includes those resources which hold a great potential to be exploited in the future, and even those which are still to be discovered.
The former falls absolutely within the new holistic and integrated approach that the European Commission decided to adopt in relation to maritime affairs. The latter, in turn, is in line and corresponds clearly to the new all-inclusive approach we are undertaking when thinking on ocean affairs at the European level.
Marco Colazingaris book greatly adds to a new thinking on ocean affairs. This is not a minor achievement as we are today at a crossroads in the way we view oceans and seas management. Currently, we still look at them more on a sectoral basis and, consequently, we may fail to understand fully and to clearly address their problems and the acrossthe-board impact of our interactions with the seas. Hence, we are unable to take advantage of all opportunities arising from new technologies and scientific knowledge, and of exploiting in full new uses of the seas, such as blue biotech, deeper energy drilling, renewable energies and modern mariculture.
This is what makes the explanations provided in this book so essential to the various relationships and interactions among the physical, chemical, biological, social and economic dynamics occurring in our oceans and seas. Only through such a new approach and by understanding these relationships will we be able to explore, in a sustainable way, our oceans and rise to the pressing challenges ahead, such as the impact of climate change and new weather patterns.
