After a decade or more of privatisation and deregulation there is a growing consensus that government can have a positive role in promoting industrial development. This book explores a variety of ways in which this might be made to happen. A common theme is the need for participation at the appropriate level: too often industrial policy has been hampered by overcentralised decision-making. Containing contributions by some of Europes leading industrial economists, Industrial Policy for Europe covers subjects from small business to macroeconomics.

Industrial Policy in Europe

What is the future for Europes industries? What policies will be effective in promoting industrial growth?

After a decade or more of deregulation and the retreat of the state there is a growing consensus that government can make a positive contribution to industrial growth. This volume explores both the theoretical basis for industrial policy in Europe and practical proposals for making industrial development happen.

The volume is divided into five parts:

the rationale for industrial policy and the argument for making it local and participative;

creating meaningful local and regional economies: making localised learning a reality;

nurturing small firms;

creating adequate access to venture capital, especially for new small firms;

creating the infrastructure and environment for a dynamic, diffuse economy.

The contributors include some of Europes leading industrial economists, and they approach the subject on a micro, macro and meso level.

Keith Cowling is Professor of Economics at the University of Warwick. He is the editor, author or joint author of thirteen earlier books, and has published extensively on industrial economics in leading economics journals.
