Krishan Lal Chadha was born on November 15, 1936, at Bhopalwala, Sialkot, which is now in Pakistan. He obtained his BSc (Agri.) at College of Agriculture, Ludhiana (19511955), Punjab University and served for a little more than a year (September 19, 1955February 1, 1957) at the Regional Fruit Research Station, Mashobra, Shimla, soon after his graduation. He left this position to pursue a masters degree in horticulture from Punjab University, Chandigarh in 1960. He earned a PhD in 1964 from the prestigious Indian Agricultural Research Institute (IARI), New Delhi, India.

Professional Journey

Krishan Lal Chadha started his professional career as an assistant horticulturist at the IARI, New Delhi (19631964) in the Citrus Die Back Scheme. He, however, moved as fruit specialist in the Punjab Agricultural University, Ludhiana during 19641969, where he was in charge of research on fruit crops in the unified state of Punjab. Dr. Chadha served on key national positions in the Indian Council of Agricultural Research (ICAR), namely, senior horticulturist at the Indian Institute of Horticultural Research (IIHR) (19691972); project coordinator (Fruits) and head of the Central Mango Research Station (CMRS), Lucknow (19721980); and director, IIHR, Bangalore (19801986). Dr. Chadha led the national horticulture development programs as the first horticulture commissioner (19861987), Government of India, and the first executive director, National Horticulture Board (NHB), in the Ministry of Agriculture, Government of India (19861988). He served as the first deputy director general (DDG, horticulture) in the ICAR from 1987 to 1996 and was awarded a National Professorship (horticulture), which he served at IARI, New Delhi from 1997 to 2001. He has been an adjunct professor in horticulture at IARI, New Delhi, since 2011.

Major Contributions

Krishan Lal Chadha has provided dynamic leadership bringing about a paradigm shift in horticultural research, education, manpower planning, and infrastructure development in India.

Policy and Programmes

As chair of the Working Group on Horticulture and Plantation Crops for X and XI Five-Year Plans and member secretary of VIII Five-Year Plan of the Planning Commission, Government of India, Dr. Chadha identified appropriate policies and programs resulting in an increased allocation from Rupees 25 crores in the VII plan to nearly Rupees 20,000 crores in the XI plan. This increase catalyzed fast growth in horticulture and brought the sector into the national focus for its enormous potential in achieving food and nutritional security, employment generation, and foreign exchange earnings, besides improving the incomes of small and marginal farmers.

Dr. Chadha initiated focused programs on horticulture research and development (R&D) namely, hi-tech horticulture, micro-irrigation, high-density planting, micro-propagation, and development of F1 hybrid vegetable seeds in horticulture through the National Agriculture Research System (NARS). He was actively associated with the formulation of the National Horticulture Mission of GoI aimed at doubling horticulture production from 150 to 300 MT.

Creation of Research Infrastructure

Krishan Lal Chadha has made an indelible imprint on the Indian horticulture by establishing and strengthening many new research establishments for horticulture R&D throughout the country for which he shall always be remembered. He established the Central Mango Research Station (CMRS) (presently Central Institute for Subtropical Horticulture [CISH], Lucknow) from scratch as project coordinator (Fruits) and head. He also developed a sound infrastructure and set up 59 specialized laboratories and several research programs as director, IIHR.
