Permanent exclusions from schools in England have reached a level which causes widespread public concern. As schools compete with neighbouring schools for good pupils, headteachers are implicitly drawn to using their powers to exclude disruptive pupils who might affect school image.
This book provides a hard-hitting account of the realities of exclusion, examining the background to behaviours which typically result in exclusion, and asks questions about a society which subscribes to the communal neglect of those most in need. The author looks at the experience of excluded children, the law regulating exclusion, the obligations of the LEAs, and the prospects for inter-agency work with examples from Europe and the United States.
Finally, the book looks at the deeply embedded cultural and political factors which inhibit the development of prevention and early intervention strategies. It points to the need for fundamental shifts in values, policy, budgeting and law, and in the defined functions of social institutions if school exclusions are to be prevented, pupil disaffection is to be better managed and the prospects of developing some of the most challenging children into citizens are to be fulfilled.
