A book such as this, devoted as it is to an entire historical epoch, might more appropriately be written at the end of one's life, when there is no longer any chance that one's views will change fundamentally or that one will have to blush at judgments that have not withstood the test of time. After all, such a book is the essence and the sum of one's scholarly activity. Considerations notwithstanding, it proved impossible for me to resist the proposal to write this book, which was a challenge and an opportunity to try my skills. For that reason, I am extremely grateful to Professor Donald J. Raleigh of the University of North Carolina at Chapel Hill, who first suggested the idea, and by so doing, forced me to attempt to comprehend eighteenth-century Russian history as a whole and to ponder issues with which I had not previously grappled.
