Preface
Under a new state law establishing the Regents Education Program, Oklahoma's 155 regents and trustees must take fifteen hours of continuing education related to their duties as higher education board members. Two of the fifteen hours must be in ethics. The ethics requirement is a sign of the times in Oklahoma and in the nation. Actions of public officials are under close scrutiny, and well they should be. Regents and trustees, although generally unknown to the public, hold the fate of the institution, its students, and even society in their hands. Regents and trustees lead by example and action, and their ethical standards must be of the highest caliber.
This book of ethics case studies for regents and trustees was developed because of a void in the literature and because of the need for ethics materials in the Oklahoma Regents Education Program. The case studies and variants are designed around six key areas of university governance and attempt to enlighten sincere, well-meaning board members as to the ethical dilemmas facing them at every turn.

Justice John Paul Stevens of the U.S. Supreme Court once commented that, although it may be impossible to define pornography, "We know it when we see it." It would be temptingbut wrongto apply the same definition to ethical behavior. To be sure, the most obvious transgressions of law and ethics are easily recognizable: bribes, kickbacks in contracts, favoritism in employment, misappropriation of funds, falsification of official records, and theft. But there is a large domain of human behavior that, although beyond the reach of the law, is unethical.
