PREFACE
It is said that only thing constant is change. This can be restated that in contemporary times the only thing constant is EXPONENTIAL rate of change. This is most tellingly revealed by Thomas L. Friedman in his scholarly book, The World is Flat, published in 2006. To me this was an amazing revelation as I perused the book, particularly since I prided myself in keeping abreast with the latest.
This was also the period when the real time ISR was culminating in successful target engagement of fleeting, small targets as a routine cycle. This was a significant capability for air power which was being routinely exploited by Israel and USA.
The World is Flat, meant a new horizontal interconnected structure of the global economy brought about by Digitisation, Internet and interdependent world economy- A result of MNCs quest for higher productivity and resultant profits. A look at this flat world transforming the modern battlefield, revealed a tremendously transformed battle space. The militaries that embraced the modern technologies to exploit it for warfare, in effect, shrank the famous OODA loop of Col Boyd. This resulted in real time sensor to shooter cycle. The OODA loop which in past was typically in weeks and months was now reduced to minutes. Where were we in modernising our military? This question led me to undertake this research in a serious manner in 2010.
The scope of such a work can be too vast. I restricted myself to operational aspects of air power something which had been my major occupation in my four decades of Air Force service. Also, having authored and researched books and host of articles earlier, I felt confident enough to undertake this mammoth task. Here too the field was too wide and some operational aspects, only a decade old. These were relatively new. The public literature on a subject of this nature is rare in most countries-USA being an exception. Therefore, the study extensively uses US experience, while attempting solutions to suit our needs. I am sanguine that Indian Air Force is well and truly on its path to transformation and the nature of information is such that ordinary citizens remain less informed. However, what I suggest is for an ideal Air Force to be as per my visualisation. This is in no way to suggest that Indian Air Force is not what it ought to be.
