75 Glorious Years of CSIR-National Physical Laboratory in the Service of India

Foreword

It indeed is a matter of great pleasure that CSIR-The National Physical Laboratory (CSIR-NPL), one of the premier laboratories of Council of Scientific and Industrial Research (CSIR), is celebrating its 75th Foundation Day on 4 January 2021 and bringing a book on Metrology for Inclusive Growth of India through Springer Nature to commemorate Platinum Jubilee Foundation Day. CSIR-NPL is the National Measurement Institute (NMI) of the country by an Act of Parliament and represents India as a permanent member in International Bureau of Weights and Measure (BIPM), France.

This book is an excellent initiative by Team CSIR-NPL which elaborates the role of metrology in the governance for ensuring the conformity assessment along with the gap areas and future directions in order to make India as knowledge and economic power. It presents high technicality of national/primary measurement standards of India in the areas of physico-mechanical, electrical and electronics, Indian Standard Time (IST), electromagnetic, environment, biomedical, materials and Bhartiya Nirdeshak Dravyas (BND). The dissemination of measurement traceability from primary/national standards of CSIR-NPL to various stakeholders across the country through national legal metrology framework and accreditation process is elaborated.

The book has been written using a motivational approach and impresses upon the fact that the measurement capabilities of India are at par with international standards. Adoption of these measurement standards by all the stakeholders will ensure a self-reliant India. The book brilliantly showcases the contributions made by CSIR-NPL during its glorious 75 years, including discovery of indelible ink, preservation of the Original Constitution of India kept at Parliament Library, New Delhi, dissemination of Indian Standard Time (IST) with few nanoseconds for a safe digital India, supporting micro, small and medium enterprises (MSMEs) through calibrations and technology transfers, use of BND by testing and calibration laboratories for quality assurance, Indias first national environmental standard laboratory for certification of ambient air and industrial emission measuring equipment, calibration facilities for renewable energy and biomedical equipment, etc.

The uniqueness of the book is that it connects the metrology, in association with accreditation and standards, to the science and technology, government and regulators, civil society and media and the industries. I am sure that this book will be appreciated by science and engineering graduates and postgraduates, researchers, policy-makers and entrepreneurs. On the occasion of its Platinum Jubilee Foundation Day, I congratulate all the members of CSIR-NPL. I am sure the celebration of this day will inspire each individual working with CSIR-NPL and all those working with testing and calibration laboratories across the country. I also extend my best wishes for publication and wide circulation of the book.

Preface

Metrologythe science of measurements, embracing both experimental and theoretical determinations at any level of uncertaintyplays a key role in growth of national economy as well as in improving the quality of life of citizens. Accurate and reliable measurements are essential to ensure quality of food and products, defect-free and efficient manufacturing, affordable healthcareboth diagnosis and therapy, high impact science and technology, sustainable energy, clean environment, climate change studies, international trade without technical barrier, navigation and telecommunications, cyber-physical systems, cybersecurity, equality and trust in society, policy-making, etc.

For India, CSIR-National Physical Laboratory (CSIR-NPL), established on January 4, 1947 and mandated as the National Metrology Institute (NMI), ensures that the primary/national measurement standards of the country not only have the international equivalences concluded at International Bureau of Weights and Measures (BIPM), France, but also these measurement capabilities get disseminated to all the stakeholders across the country. To mark the 75th Foundation Day, this book is edited to showcase the glorious metrology contributions made by CSIR-NPL for inclusive growth of India. The book has 21 Chaptersall written by the scientists of CSIR-NPL having vast domain expertise in metrology.

The introductory Chapter presents the role of human resources in metrology for effective implementation of national quality infrastructure and its socioeconomic impact. Chapter 21 summarises the contributions of CSIR-NPL in supporting government, industry, academia and society for the growth of nation.

All the chapters put together constitute a resource material on understanding the role of CSIR-NPL for inclusive growth of India. The data on metrology, standards and accreditation related to national quality infrastructure are uniquely presented under a single window. All the chapters have data presented in the form of tables, block diagrams, photographs, layouts and line diagrams, which make them interesting for readers without compromising the technical richness of the contents. Therefore, this book will emerge as an important reference book for science and engineering graduates and post graduates, researchers, scientists, regulators, policymakers and entrepreneurs.
