The purpose of this volume is to examine the complex relationship between normative ideals and standards, increasingly urgent contemporary global challenges, and the policies of the various actors within the international system, especially those of the sovereign states, as well as international organizations and institutions in promoting the realization of such goals as the peaceful resolution of conflict, the protection of human rights, and the promotion of an international order predicated upon cooperation and sustained development in the common interest of the whole of mankind.
Woven throughout the work is implicit and often explicit emphasis on the relevance of international normative ideals and standards, defined as accepted principles, maxims, and rules, often embodied in international custom, formal treaties and conventions, and/or informal understandings which provide goals and standards of behavior designed to promote and govern proper conduct among the members of the international community. As such, depending upon the situational context and the degree to which common values are shared among the members of the international community, normative standards serve to help: delineate and clarify the parameters of the international system and its component parts; provide guidelines for the various actors within the system concerning appropriate behavior, obligations, and expectations; and influence the development of the international system along desired lines. In this way, normative standards constitute a pervasive, significant, positive influence on the policies of the states and the other actors in the international system, as well as the development of the international system itself, despite the absence of a centralized, overarching, coercive authority capable of enforcing compliance.
Natural law constitutes one of the principal sources of domestic and international norms of behavior. , entitled, "Theocentric Natural Law and the Norms of the Global Community," examines the underpinning assumptions, principles, tenets, and corollaries of theocentric Natural Law, the oldest of the natural law schools of thought. It then analyzes the relationship of theocentric Natural Law to contemporary evaluative norms of domestic and international behavior within and among the sovereign states of the global community.
The next three chapters concentrate on examples of some of the major contemporary challenges and opportunities confronting the members of the international community, as well as the prospects and impediments to cooperation in responding to those challenges and opportunities. highlight some examples of the contemporary problems confronting the global community and assesses the relationship between the policy approaches by the states in addressing those problems and international normative ideals and standards of conduct accepted by most, if not all of the members of the international community, within the evolving context of the twenty-first century international system.
The next three chapters move from general problems and challenges confronting the world community to more specific examples of efforts by the members of the global community to promote adherence to international normative standards of conduct and international cooperation. focuses our attention away from dilemmas associated with the implementation of normative standards in situations involving contemporary ethnic conflicts within sovereign states to problems associated with the sustainable, equitable, multi-state use of shared natural resources. The chapter, entitled, "Regional Governance Beyond Territorial Sovereignty: A Cooperation Model for the Sustainable Use of the Tigris and Euphrates Rivers," explores the difficulties associated with formulating policies for the joint use of water resources by Turkey, Syria, and Iraq, while offering positive alternatives for the sustainable utilization of these resources by these three states.
