Between 1989 and 1991, there were several changes in the global political economy that have had significant impact on policy reform in developing societies. The most important of these were the collapse of socialism in Eastern Europe, the subsequent disintegration of the Soviet Union, the cessation of superpower rivalry, and the demise of apartheid in South Africa. These events have provided scholars a new and challenging research agenda: To help the peoples of the Third World participate more effectively in the new global economy. Given existing conditions in these societies, the first line of business for researchers would be to help these countries establish and maintain transparent, accountable and participatory governance structures and, at the same time, provide themselves with more viable economic infrastructures. The Contemporary Perspectives on Developing Societies series was founded to serve as an outlet for such policy relevant research. It is expected that books published in this series will provide rigorous analyses of issues relevant to the peoples of the Third World and their efforts to improve their participation in the global economy.

PITA OGABA AGBESE is Professor of Political Science at the University of Northern Iowa. His research has appeared in journals such as Africa Today, The Journal of Commonwealth and Comparative Politics, Journal of Asian and African Studies, The Journal of International Studies, Third World Perspective, Journal of Peace Research, International Journal of Comparative Sociology, Bulletin of Peace Proposals, and the Journal of Third World Studies. He is the co-author (with Julius O. Ihonvbere) of Structural Adjustment and the Nigerian State (Howard University Press, 1999).
KINGSLEY M. DE SILVA, holds a Ph.D. and D.Litt. from the University of London. He was Professor of Sri Lanka History at the University of Peradeniya (formerly the University of Sri Lanka) from 1969 to 1995; and has been Executive Director of the International Center for Ethnic Studies since 1982. Among his publications are A History of Sri Lanka (University of California Press, 1981); Regional Powers and Small State Security: India and Sri Lanka, 19771990 (Woodrow Wilson Center Press and The Johns Hopkins University Press, 1995); and Reaping the Whirlwind: Ethnic Politics, Ethnic Conflict in Sri Lanka (Penguin Books, 1998).
NADER ENTESSAR is Professor of Political Science and Chair of International Studies at Spring Hill College in Mobile, Alabama. Dr. Entessar previously worked as a Senior Research Fellow at the Institute for International Political and Economic Studies in Tehran, Iran. He is the author and editor of several books, including Kurdish Ethnonationalism (Lynne Rienner Publishers, 1992), Reconstruction and Regional Diplomacy in the Persian Gulf (Routledge, 1992), and Iran and the Arab World (St. Martins Press, 1993). Dr. Entessar has also published numerous book chapters and articles in academic journals in the United States, Europe and the Middle East.
THERESE S. GUNAWARDENA is a Ph.D. (ABD) student in the Department of Government at the University of Texas at Austin. Her research interests include South Asian diasporas, ethnonationalism, identity, and homeland politics.
MWANGI S. KIMENYI has been an Associate Professor of Economics at the University of Connecticut since 1991. Between 19871991, he was Assistant Professor of Economics at the University of Mississippi. He was born in Kenya and received his B.ED in chemistry from the University of Nairobi, MA in International Affairs and MA in Economics from Ohio University, and the Ph.D. in economics from George Mason University. He is Vice President and Chief Financial Controller of the African Educational Foundation for Public Policy and Market Process, Inc., and Managing Director of the African Institute for Public Policy and Market Process, Kenya.
