The massive economic transformations and political upheavals that have been sweeping China and the Soviet Union in the final decades of the twentieth century are among the great dramas of our time. Yet the origins of these revolutionary changes are murky and their outcomes unclear. Have we witnessed the demise of an archaic authoritarian order and the rise of pluralism and democracy, or are the tumultuous events of the post-Mao era and the period of perestroika more usefully viewed in light of broader patterns of power and politics in Chinese and Russian history? Considering these questions with a new interpretation of power relations and political processes in China and Russia, Mark Lupher explores the imperial era, the communist period, and the current situation in both countries. Rather than speaking of reform, which too often is understood as liberalization along Western lines, his discussion is focused on power restructuringthe ebb and flow of state power; the centralization and decentralization of political and economic power; and the three-way struggles between central rulers, various elites, and nonprivileged groups that drive these processes. The extended gestation of this book occurred in stages. Power Restructuring in China and Russia in a very real sense represents the culmination of events set in motion some three decades ago when I arrived in Peking, where I would live for four years. Unaware of the significance of my experience at the time, I learned Chinese, attended Peking University Middle School, and witnessed the first two years of the Cultural Revolution. These were formative events without which this book would never have been written.
Motivated by my experience, when I returned to the United States I was drawn to the scholarly study of China and an academic career. As a graduate student at Berkeley, I worked on Soviet history and politics, developed a comparative and historical view of issues and processes I had previously known only in the contemporary Chinese context, and launched the research that forms the groundwork of this book. It is a pleasure to acknowledge the contributions of my teachers: Harold L. Wilensky, whose comparative expertise and systematic perspective greatly improved my work; Victoria E. Bonnell, who first introduced me to comparative-historical analysis and the fascinating complexities of Soviet history, society, and politics; and Frederic Wakeman Jr., whose work on conflict and control in late imperial Cnina shaped my view of power dynamics in Chinese and Russian history. I also wish to acknowledge the special influence of Franz Schurmann, whose masterful macrosociology of Communist China was and remains an inspiration.
The actual writing of Power Restructuring in the late 1980s and early 1990s was exciting and challenging, given the momentous events occurring in China and the Soviet Union during this time. All the key events of these yearsthe origins, aftermath, and significance of the June 4 crackdown in China; perestroika and systemic collapse in the Soviet Union; and the transition from socialism unfolding in China and Russia in the 1990shad to be addressed in full. Three readers were especially helpful in preparing the manuscript for publication. John Israel, my senior colleague at the University of Virginia, gave my China chapters a tough and insightful read and made criticisms that resulted in substantial improvements. I am grateful to Marc Raeff, whose critique of forced me to rethink important issues and to recast the discussion. Even though Professor Raeff will no doubt disapprove of my macrosociological analyses and comparisons, his sharp criticisms helped improve my work. But it is Mark Seiden to whom I owe a special debt of gratitude and appreciation. It was a privilege and a pleasure to work with Professor Seiden; throughout the final writing and revision of the present volume, I learned constantly from his knowledge of all things Chinese and was inspired by his penetrating analysis and criticism of my work. Power in Macrosociological Perspective
As waves of economic reform, political upheaval, and revolutionary change swept China and the Soviet Union in the final decades of the twentieth century, one of the great dramas of our time unfolded. Yet the origins of this drama are murky and its outcome unclear. Were we witnessing the death throes of an archaic, inefficient, and discredited authoritarian order and its gradual or inexorable displacement by more pluralistic political and economic arrangements? Or did these tumultuous events mark the latest playing out of recurrent patterns and processes in Chinese and Russian history, in which cycles of power concentration and power deconcentration oscillate and central power ebbs and flows? Did the massive changes of the post-Mao period and the period of perestroika signify a definitive break with the past, or did these events underscore essential continuities in the political history of China and Russia? How have political, economic, and social formations now emerging in China and the former Soviet Union been shaped by the legacies of the past? To what extent are these formations the result of new political, economic, and social forces? How are we to understand the interplay of past and present in China and Russia historically and today?
