During the course of this project many people have volunteered their time and energies to assist us in this research on Policies and Young People in Rural Development (PaYPiRD). Thanks are due to those who participated in the piloting of the project, both interviewees and local actors, as well as the various gatekeepers who helped us identify potential interviewees and, in some cases, provide facilities for that purpose. We would also like to acknowledge the help given by various people in the process of obtaining relevant secondary and background material, including national data sets, during the different stages of the research. Thanks are especially due to Janet Shucksmith for pointing us towards the literature of youth research, and commenting on a draft of the conclusions.

Rural Youth and Social Inclusion in the New Europe
Unemployment, especially of young people is a central concern of the European Union, in rural areas as elsewhere. This is not surprising, given that youth unemployment in the EU affects 6% of the total population aged 1519, and 13.7% of those aged 2024. There are, however, wide variations across member states. For example, Germany and Austria have rates below 6%, whereas Finlands unemployment rate for the 2024 age group is 17% (http://europa.eu.int/comm.dg05/empl&esf7naps/naps_en.htm). While labour markets are not the only important dimension of social inclusion, they are the primary focus of this project.
