Kosovo is the most recent addition to the circle of European states, only attaining independence in February 2008. But obviously it existed in other forms, including as part of the Roman, Byzantine, Ottoman, and Austro-Hungarian empires; briefly Bulgaria; much longer the Kingdom of Serbs, Croats, and Slovenes; followed by the state of Yugoslavia and then Serbia, until after a very bitter and bloody war it broke free. Most of its population is Albanian, but so far the relations with Albania are limited and it seems unlikely that it would want to be absorbed again. Thus Kosovo is making every effort to turn into a more modern and self-sufficient state, although this is not easy, and it still needs considerable help from, among others, the United Nations and especially the European Union. Nonetheless, this long impossible and even now somewhat improbable state is making a go of it, establishing a constitution, parliament, and political parties; holding elections and selecting leaders; doing what it can to restore and expand the economy; and also to create some degree of harmony between the largely majority Albanian Kosovars and the dwindling minority of Serbs. Its short-term achievements are encouraging, but hardly mask the fact that it still has much to do.
