About the authors
Ian Palmer is the founder of Palmer Development Group (PDG), a South African development consultancy. He has 40 years experience in the fields of civil engineering and development. He has served as a PDG managing partner and then managing director for over two decades, and he has been the team leader on more than 100 projects in the realm of public sector service delivery, including: institutional development, municipal services planning, municipal finance, intergovernmental relations, water and sanitation, housing, and roads and public transport.
He has degrees in civil engineering, economics, and environmental engineering. Ian is an adjunct professor at the University of Cape Towns (UCT) African Centre for Cities. He also served on the board of Mvula Trust, a civil society organisation focused on providing water and sanitation for rural communities, for fifteen years, and served as deputy chairperson for ten years.
Nishendra Moodley has been part of the democratic transition since the mid-1980s as a civic, environmental, and political activist. He has qualifications in the sciences, and a masters degree in public administration. Nishendra has formally been involved in public sector transformation since starting employment with Eskom in 1995, before joining the City of Cape Town in 1998 to manage local government transformation projects.
Nishendra began consulting with Palmer Development Group (PDG) in 2001, and soon took on leadership roles that later led to managing the firm and chairing its board. In this time, he worked on local government policy development, monitoring and evaluation processes for national government, and institutional transformation projects for municipalities. He retains a strong interest in intergovernmental relations, decentralisation, and systems of accountability to citizens.
He currently works with the South African National Treasurys City Support Programme.
Susan Parnell is a professor of urban geography in the Department of Environmental and Geographical Sciences at the University of Cape Town (UCT) and is a visiting professor at LSE Cities. She was a founding member of the African Centre for Cities at UCT and continues to be centrally involved with its activities.
Sue has held academic fellowships at Oxford, the London School of Economics, and Durham. She was a Leverhulme Professor at University College London, and was recently the Emeka Anyaoku Visiting Chair at the University of London. She has an extensive academic profile as an urbanist and African specialist. Her research interests span historical and contemporary issues of urban change. She is also involved beyond the academy in public policy debates across local, national, and global issues.
