This book is a Westview Replica Edition. The concept of Replica Editions is a response to the crisis in academic and informational publishing. Library budgets for books have been severely curtailed; economic pressures on the university presses and the few private publishing companies primarily interested in scholarly manuscripts have severely limited the capacity of the industry to properly serve the academic and research communities. Many manuscripts dealing with important subjects, often representing the highest level of scholarship, are today not economically viable publishing projects. The interrelationships of the United States and Japan with Micronesia, a U.S. dependency, and Papua New Guinea, a newly independent nation, are the focus of this study. The authors demonstrate that dependence does not by any means automatically terminate by virtue of a legal change in political status. To a surprising extent, Micronesia (the last UN trusteeship) and independent Papua New Guinea depend for their very survival on the United States and Japan.
The authors point out that the interests of the United States and Japan in this region too oftenand unnecessarilyoperate in isolation from one another and in direct conflict. Cooperative U.S.-Japanese efforts are vital in this area; whatever plans are made for the region, they must be island-specific, culturally congruent, politically sensitive, and economically viable.
Grant Goodman is professor of history and Felix Moos is professor of anthropology and East Asian languages and cultures, both at the University of Kansas. The contributing authors also include Robert Fluker (School of Business), Carl Lande (Department of Political Science), Nobleza Asuncion-Lande (Department of Speech Communications), and Chae-jin Lee (Department of Political Science), all at the University of Kansas.

The research for and the writing of this volume were done in 1977 and 1978. Since that time important political changes have occurred in both Micronesia and Papua New Guinea. Since it is obviously impossible for the authors to provide a running account of current events, most of these subsequent developments are not recorded here. However, none of the altered political or economic circumstances in Micronesia or Papua New Guinea have significantly affected the major concerns or conclusions of this work.
The Editors
This volume represents a thirty months collaborative multidisciplinary study by members of the faculty of the University of Kansas. The work was funded by the Rockefeller Foundation and by the Sumitomo Fund administered by the Japan Society of New York. All of the contributing researchers hereby acknowledge that very generous support of this study. It should be noted, however, that the funding agencies bear no responsibility whatever for the material contained in this book. The contributors themselves assume that burden.
